City Council Reviews Proposed 2026-2027 Budget with Key Revenue and Expenditure Adjustments
Mayor and Council reviewed the proposed budget for fiscal year 2026-2027, presented by Mr. Mayo and Teresa. Department heads provided summaries of significant changes. Key revenue changes discussed include decreases in telephone franchise fees and beverage permits due to new legislation, and sporadic income from zoning and flat fees. Increases were noted in convenience fees for credit card payments and grant reimbursements for Bassett Road. Several departments highlighted adjustments in their budgets, such as increased legal litigation fees for City Admin/HR, debt service increases related to Series 2026 debt, and a decrease in capital lease for a police equipment loan. Public Works anticipates increased concrete repair costs, street improvements for Bassett Road, Timber Drive, and Wolf Creek, and higher overtime and certification pay for water treatment plant staff. Various funds like municipal court, police, fire, library, and parks also saw adjustments, including increased costs for software maintenance, ballistic vests, forensic software, radio maintenance, building demolitions, and electric utilities for parks. Hotel occupancy tax revenue and library budgets were reviewed, with adjustments for memberships, subscriptions, and printing services. Development Services noted increases in certification pay and demolition budgets, while Public Works is budgeting for new equipment trailers and increased fleet repair costs. The budget process involves reviewing historical data, anticipating future needs, and responding to legislative changes.
City Council Debates Manufactured Home Zoning Changes Amid State Mandate
The City Council discussed proposed changes to municipal zoning regulations concerning HUD code manufactured homes in response to Senate Bill 785. The bill mandates that cities allow manufactured homes in at least one residential zoning district and apply comparable development standards. Staff presented the current zoning map highlighting existing manufactured home parks and overlays. The council debated removing the 'specific use' process, which currently allows for discretionary approval of manufactured homes, to comply with the new state law, which prohibits extra permits or harder rules for these homes. Concerns were raised about potential negative impacts on property values and neighborhood aesthetics if manufactured homes are allowed more broadly without restrictions. The council directed staff to explore options for revising ordinances, including potentially adding new overlays or adjusting existing regulations, while also considering community sentiment and property owner rights. A decision on ordinance changes is expected before the September 1st effective date of SB 785.
