City Council Approves 2026 Parks and Recreation Master Plan
The City Council adopted the 2026 Parks and Recreation Master Plan, a guiding document for investment in the city's park system over the next five years, with an estimated investment of $2.5 million. The plan, initiated in September 2025 with funding from JEDCO, is required to seek Texas Parks and Wildlife Department (TPWD) funding and is already in preliminary review with TPWD. Specific priorities for FY 26-27 include restrooms, fencing, water fountains, trail lighting, parking, and LED lighting for various parks such as Buckner Park, Nelly Crim Park, Lincoln Park, and Love Street Park.
City Council Authorizes Public Sale of 9.366 Acres of Land
The City Council authorized the city manager to initiate a public sale of approximately 9.366 acres of land, identified by CCAD ID 113170000. The sale will have an opening bid of $61,000, plus fees, and will run for 30 days. Closing costs for the buyer will include a 6% buyer's fee (down from 12.5%), a $3,000 survey reimbursement, and a $350 broker's opinion of value reimbursement. The land is located at the southern end of the tract, along County Road 3107, and features significant topography.
City Council Approves $12,500 for Buckner Park Sculptures
The City Council adopted Resolution 06-2026-01, approving projects of the Jacksonville Economic Development Corporation (JEDCO) that promote business development. Specifically, the council approved funding of $12,500 from JEDCO to the Jacksonville Community Arts Alliance (JCAA) for the installation of three large sculptures at Buckner Park. The total project cost is $25,000, with JCAA contributing the remaining $12,500 and committing to the maintenance of the sculptures for their lifespan. Installation is slated to begin in late June and conclude by the end of July.
City Council Approves Additional $175,000 for Well Number Five Repairs
The City Council approved an additional $175,000 for repairs to Well Number Five on Bailey Lane, bringing the total approved amount to nearly $300,000. The initial approval of $125,000 was based on a pump and motor replacement, but further inspection revealed gravel in the well tank, which caused the pump failure. The additional funds are needed to evacuate the gravel, perform further camera inspections, and address the underlying cause of the gravel inundation, in addition to repairing the pump. The estimated cost for the repairs is now approximately $300,000. Building a new well is estimated to cost around $1.5 million.
City Council Adopts New Fees for Code Enforcement and Special Events
The City Council approved the adoption of amendments to the master fee schedule for the city's code of ordinances, effective July 1, 2026. The amendments introduce two new fees: an abatement restitution fee of $100, which will be added to the actual cost of abatement efforts like mowing and junk removal and filed as a lien if unpaid by the property owner, and a special event application fee. This abatement fee is considered a best practice for code enforcement. The special event fee is part of a larger effort to establish policies for special events and was discussed in relation to potential rentals of Hazel Tilton Park and its stage.
