City Partners with ISI Water Company for Utility Revenue Audit
The City Council approved a contract with ISI Water Company (Water Company of America - WCA) to audit the city's utility system for accuracy in metering, billing, and collections. This service is provided at no upfront cost to the city, with WCA being paid a percentage of the increased revenue captured. The audit will cover water, wastewater, and solid waste services, identifying errors in data that lead to lost revenue, such as incorrect rate codes or meter sizes. The goal is to ensure all ratepayers pay their fair share and to fund critical infrastructure projects. WCA's compensation is a 50% revenue share for 48 months on each identified revenue increase. While WCA's audit focuses on data and billing errors, the city is also addressing other issues like hydrant tapping and old meter inaccuracies through internal efforts and AMI technology implementation. Communication with residents about potential bill increases due to these corrections will be crucial.
City Approves $210,000 Contract for Employee Health Benefits Consulting
The City Council approved a three-year contract with Alliant Insurance Services for employee health benefits consulting. The contract, valued at $210,000, was awarded following an RFQ process. Alliant, with a focus on the public sector, aims to help the city control health plan expenditures and continue offering a strong benefits package to its employees. Tim Brown and Bob Tracy from Alliant were present to answer questions.
City Amends Food Service Ordinances to Comply with State Legislation
The City Council approved an ordinance amending Chapter 18, Article 3 of the Code of Ordinances, which governs food service establishments. These amendments align the city's regulations with recent state legislative changes, specifically Senate Bill 1008 and House Bill 2844. SB 1008 limits local food establishment permit fees to the amounts charged by the state and prohibits charging both local food establishment fees and local alcohol licensing fees. HB 2844 transfers the permitting, licensing, and inspection of food trucks from municipalities to the state. The ordinance segregates food truck regulations into a separate division, removes local permitting and inspection authority for them, and adjusts fee schedules to comply with state caps. While local permitting revenue for food trucks will be lost, the city may see time savings for its health inspector. The changes are effective July 1st for state statutes, with the city ordinance taking effect 10 days after council approval.
City Selects PE Dawson for Texas Water Development Board Grant Application
The City Council considered and approved the selection of PE Dawson for professional services related to the Texas Water Development Board (TWDB) funding request. This funding, established by House Bill 500 from the 89th Legislature, appropriates over a billion dollars for water supply and infrastructure projects. The TWDB will administer these as 100% grants to eligible entities, with projects needing to address water loss, TCEQ violations, or provide additional water supply. Construction must be completed by February 2031. Communities of Nacadocious's size are eligible for up to $21 million, but the timeline necessitates projects that can be fully completed within the deadline. The identified priority project is a major transmission line replacement between the Southwest Pump Station and the West Loop, estimated to cost between $7 and $8 million. PE Dawson was selected from three submissions based on independent scoring by staff and will assist with the application and subsequent project administration if awarded. The contract for professional services will be negotiated and brought back to the council for approval after the grant award. Work by PE Dawson has already begun on the application submission ahead of a formal contract.
Mary Francis Bradford Appointed Director of Economic Development
Following an executive session, the City Council unanimously approved the appointment of Mary Francis Bradford as the new Director of Economic Development. The motion was seconded multiple times and passed with all in favor.
