Unimproved Rose Street Thoroughfare Approved for Closure to Facilitate Single-Family Home Development

West Oakwood Rezoning from Multifamily to Single-Family to Encourage Infill Development
The council reviewed a zone change request for West Oakwood, proposing to change zoning from multifamily to single-family. The goal is to allow development on an existing infill lot, utilizing smaller setbacks to facilitate this. While surrounding properties are generally multifamily, they are developed with single-family homes. The property to the west is zoned R2 for duplex development but is currently undeveloped. The request aligns with the future land use map designating the area as mixed residential and supports goals for infill development. The Planning Commission recommended approval, and the council approved the motion.
Stormwater Project Nears Completion; City Staff and Programs Earn Recognition
The City Manager's report highlighted the nearing completion of the 2025 stormwater repair project at three locations: 1647 West Mim Street, 516 East 6th Street, and 1902 Civil Lane. Improvements include drainage structure upgrades and erosion control measures. The report also recognized achievements of city staff and programs: Cameron Williams received a Star Award for presenting a real-time pavement assessment project using AI at the Texas Innovation Invitational. The Communications Department won two awards from the Texas Association of Municipal Information Officers for the State of the City Video and a gold award from Hermes Creative Awards for the annual report. Municipal Court Judge Jim Hugler was honored with the Judge Sam Williams Award by the State Bar of Texas for his contributions to the legal profession. Councilman Childs commented on the recent election, interpreting it as a referendum on the city's current direction and management, noting that nearly 60% of voters supported the city's performance.
Housing Choice Voucher Program Update and Annual Plans Approved
Prentice Butler, manager for the Housing Choice Voucher Program, presented an update on the program's operations. The program, federally funded to assist low-income families, elderly, and disabled individuals, has seen increased funding since 2022, though FY2026 funding is projected to decrease by $200,000, with $400,000 in HUD reserves available. The agency is allocated 1,022 vouchers, including 39 for VASH families. For FY2025, an average of 960 families were housed monthly, with significant payments made to participating owners. The waiting list, opened three times since 2024, has over 6,000 applications, with 1,650 families remaining on the list. The report detailed voucher usage, homeownership program participation, participant transfers, owner payments, inspections, terminations, reimbursements, and fraud recovery efforts. Additionally, the Family Self-Sufficiency Program had 25 active participants in 2025, with $63,000 accrued in escrow funds, $18,000 released to four graduates. The council approved the 2026-2027 annual plans for both programs.
R1A to R1B Rezoning Approved for North End Lot to Enhance Buildable Area for Single-Family Home
A zoning change request from R1A (single-family) to R1B (single-family) was presented for a property in the north end, aiming to facilitate the development of a single-family home. The change is consistent with the future land use map and the surrounding properties, which are all single-family or undeveloped. The current zoning restricts buildable area due to setbacks on the narrow lot, and the requested change will increase this area. The Planning and Zoning Commission recommended approval, and the council approved the motion.
