City Approves $85,000 for FM 85 Landfill Closure and Contracts for Geosciences Services
The City Commission discussed and approved an ordinance for a supplemental appropriation of $85,000 to the sanitation fund for the closure of the FM 85 landfill. This appropriation is for professional services required for compliance with TCEQ permit guidelines. The closure process is estimated to take five years, and the funds will cover initial services for assessment and documentation. The landfill, which has been inactive since 1986, has incurred approximately $10,000 annually in testing and repairs. Following the closure, the land's use will be limited due to its nature as a landfill, potentially being converted to farmland or sold. Additionally, the Commission approved a resolution authorizing the execution of a contract with Salutant Geosciences Inc. for professional geosciences services related to the final closure and permit revocation of the FM 85 landfill, not to exceed $84,637 plus contingencies.
City Commission Supports Nomination for Opportunity Zone 2.0 Designation to Attract Investment
The City Commission considered and approved a resolution authorizing the submission of eligible census tracts within the City of Ennis for consideration under the state of Texas Opportunity Zone 2.0 designation process. The request also includes authorizing staff to prepare and submit nomination materials to the Office of the Governor. The initiative aims to attract capital and investment to designated areas. The current Opportunity Zone 1.0 designation from 2018 is noted, and the proposed Opportunity Zone 2.0 will include areas south of downtown. City Rejects Bids for Woodcrest and Hackberry Drive Repairs, Cites Need for Geotechnical Work
The City Commission discussed and considered an item related to concrete repairs and storm inlets on Woodcrest Drive and Hackberry Drive. The Commission voted to repeal and reject all current bids for this project. The reason for rejection was the need to include geotechnical work in the scope of the project. The city plans to re-bid the contract with a revised scope of work that incorporates these necessary geotechnical assessments to ensure the sub-base is appropriate and prevent future issues. The city apologizes for the initial oversight and is committed to rectifying the situation for the benefit of the citizens.
City Appoints New City Secretary and Authorizes Negotiation for Public Works Facility Property
The City Commission discussed and approved the appointment of Bethany Pruitt as City Secretary, effective June 27th, 2026. The Mayor was authorized to negotiate and execute an employment contract for this position. Following this, a motion was introduced to authorize the City Manager to negotiate regarding property for a public works facility, which was also approved.
