Glen Heights Council Debates DART Representation, Approves Shared Board Member Appointment 4-3

Loop 9 Project Update: Segment A Progressing, Glen Heights Impacted by $33.6M Portion

Council Member Nelda Washington presented an update on the Loop 9 infrastructure project, based on information from Mr. Travis Campbell of TxDOT Dallas District. Loop 9 is planned as a future full freeway with managed lanes, frontage roads, and overpasses, with all necessary right-of-way being secured upfront to avoid future disruptions. The project is divided into three segments: A (US 69 to I-35E), B (I-35E to I-45, already complete), and C (I-45 to I-20, new location). TxDOT has purchased all right-of-way for the full freeway. Segment A, which impacts Glen Heights, is environmentally cleared with a footprint established, and TxDOT is acquiring right-of-way, with utility relocation and detailed design complete. The estimated cost for Segment A is $100 million, broken into smaller, funded chunks. The portion impacting Glen Heights (Cockrell Hill to East Westmoreland) is estimated at $33.6 million, with work expected to begin by the end of 2028 as part of the zero to five-year regional planning window. Segment C is not yet planned.
