Red Oak City Council Approves Pension Obligation Bond Agreement with TMRS
The Red Oak City Council adopted Resolution number 26-027R, approving an agreement with the Texas Municipal Retirement System (TMRS) for city pension obligation bonds. This action is the first step in funding the city's unfunded actuarial liability, with a total lump sum of $14.5 million intended to be funded. This funding mechanism is expected to reduce the city's contribution rate for its maintenance and operation tax rate from 20.61% to below 13%. The agreement needs TMRS board approval on June 25th for the bonds to be issued. Council members confirmed this is a mechanism to pay for previously approved pension plan adjustments.
Red Oak Council Addresses Resident Concerns on Noise Ordinance, Sign Violations, and Data Center Operations
Resident Catherine Hits requested clarification on amended ordinance 26-14 for planned development 191, specifically regarding noise limits. She noted confusion over the wording '70 DBA or DBZ' versus '70 DBA and DBZ,' expressing concern that 'or' creates a loophole for low-frequency noise compliance. She urged the council to amend the ordinance to use 'and' or explain the reasoning behind using 'or'. Resident Sharon Cotton reported receiving a code compliance violation for a sign on her property, which she felt was a targeted infringement on her First Amendment rights, and thanked Karen Stevens for her response, noting other queries went unanswered. Resident Mr. Roses discussed the sign issue, the working hours of Dowdy Bank, and questioned the lane count of Bachelor Road, suggesting it could be used for parking. The Mayor addressed these comments, stating that issues not on the agenda cannot be specifically discussed, but directed staff to look into the sign violation and Mr. Roses' concerns regarding the data center and road construction.
