Council Discusses Policy on Consent Agenda Items Following Citizen Feedback

During the City Council meeting, Councilmember Richard Reno requested specific items (D and I) be removed from the consent agenda for separate discussion. He explained this was based on a suggestion from citizens that significant financial items should be discussed openly and a desire to consider adopting a policy for automatic approval versus council discussion. The council discussed the policy of moving budgeted items to the consent agenda and agreed to bring forward a policy discussion in a workshop setting. Items D and I were then discussed and voted on separately.

City Council Approves Specific Use Permit for Secondary Dwelling Unit

The City Council considered a request for a specific use permit (SUP) to establish a secondary dwelling unit (ADU) to be served by a separate electrical meter. The property is zoned Agricultural and designated as low density residential. Staff found the request consistent with future land use and compatible with surrounding residential uses. The site plan shows the proposed structure with required setbacks, and no other variances are needed besides the meter variance. Property owners within 200 feet were notified, and no objections were received. The Planning and Zoning Commission recommended approval. The council approved the request, allowing for the construction of the secondary dwelling unit.

City Approves Rezoning for New Dwelling on McCalpin Road

The City Council considered and approved a request to rezone 3.251 acres from Agricultural District to Single Family 2 District for a new dwelling on McCalpin Road. The property owner intends to split the existing 3.3-acre lot into two: Lot 1 (2.17 acres) with the current dwelling and Lot 2 (over 1 acre) for a new dwelling. This rezoning is considered partially consistent with the future land use plan's dwelling unit per acre density but aligns with the comprehensive plan and surrounding zoning and land uses, which are also predominantly agricultural but non-conforming due to lot size. Planning and Zoning had previously recommended approval.

City Council Approves PD Amendment for Multi-Tenant Industrial Buildings with Variances

The City Council heard a request for a Plan Development District (PD) 123 amendment to allow multi-tenant office warehouse buildings. The property is located north of Main Street and west of Aspen Parkway. The revised site plan proposes one 10,000 sq ft building, one 4,500 sq ft building, and several 6,000 sq ft buildings. The primary variance requested is for masonry standards, as the proposed buildings are only 43% masonry, deviating from the 90% requirement, though architectural design was noted as modern. Rear facades will not meet vertical and horizontal articulation standards but will be screened by floodplains and interior setbacks. Staff recommended approval, supporting the variance, and PNZ also supported staff's recommendation. The council approved the amendment with a condition to enhance landscaping on the eastern property line.
