Duncanville Fieldhouse Management RFP Under Review; Food & Beverage Services Potential Outsourced

The evaluation of the five Fieldhouse management proposals is ongoing, with additional information being requested from proposers. A hybrid evaluation approach involving council members and staff is recommended. The city also launched parking services in partnership with Vision Hackers, generating $62,000 in revenue split 50-50 as of June 1st.
City of Duncanville and ISD Partner on 'Future Leaders Program' for High School Interns
The City of Duncanville is briefing the council on a proposed 'Future Leaders Program,' a partnership with Duncanville ISD to offer high school students real-life experience within city departments. The program aligns students with departments based on career interests, supporting career exploration and promoting public service careers. For the ISD, it offers hands-on experience, enhances career readiness, and provides high school credits. The program is planned to run during the academic school year (Fall 2026, Spring 2027), with students working on-site under city staff mentors. Departments like Police and Fire will provide general overviews but not placements due to specialized requirements. The program will return to the council for consideration on July 7th. Councilmember Davis suggested a single point of management for interns and diversifying reach into skilled trades.
Duncanville Considers Revoking Special Use Permit for Hotel Amidst History of Violations and High Call Volume
The City of Duncanville is considering revoking the Special Use Permit (SUP) for the hotel located at 7-Eleven East Camp Wisdom Road, formerly the Roadway Inn and now the Capital O Motel. The property has a history of issues including numerous 911 calls for police and fire services (nearly 2,300 since January 1, 2020), illegal secondary businesses (U-Haul, truck parking), and code violations related to trash, vegetation, and building structure. While current code issues are reportedly in compliance, staff presented the historical data to the council, outlining the process for SUP revocation. If approved, a resolution would be brought forward for council to consider revoking the SUP, initiating a zoning case that would go through the Planning and Zoning Commission and then back to City Council. The property owner, represented by Joseph Shirazi of Compass Law Group, stated they were unaware of the issues but are willing to address them and have invested significantly in the property. The council directed staff to proceed with a resolution for revocation, which would be presented at the next meeting.
People Folks LLC Approved for $22,742 in DCEDC Incentives for Community Hub Project
People Folks LLC, a new multi-use community-centered concept led by managing partner Tim Maiden and culinary/creative director Gabrielle McBay, has been approved for an economic development incentive agreement totaling $22,742 from the DCEDC. The project will blend food, recreation, and cultural programming, functioning as a 'third place' for community connection. Funding is requested for a new grease trap installation to support food service operations (coffee, matcha, cold brew, small bites) and for business signage to promote their coffee and cafe concept. Reservations and programming for the adjacent pickleball courts will extend the concept. As a new concept, revenue projections are forward-looking, expecting growth through expanded marketing and drawing attention from successful similar concepts in the DFW area. The project aims to create 15 positions, with at least 50% staffed by Duncanville residents. An exception was made for the business's new status to approve the signage grant. A public hearing was held on May 18th.
