Copperas Cove Council Reviews FY2026-2027 Budget, Hears Agency Funding Requests

The City Council of Copperas Cove, Texas, held a special workshop meeting to discuss the proposed fiscal year 2026-2027 budget and municipal services plan. Director of Budget Ariana Beckman presented funding requests from non-city agencies, outlining two primary funding sources: the general fund, requiring a public benefit to the community, and hotel occupancy tax (HOT) funds, restricted to promoting tourism and the hotel industry, or enhancing arts and cultural opportunities. The general fund budget has a deficit of $707,1000. Specific agency requests included Boys and Girls Club ($10,000 for utilities), Children's Advocacy Center of Central Texas ($14,584 for operations), Cove House Emergency Homeless Shelter ($50,000 for operations), Hill Country Community Action Association ($22,000 for senior meal program), Hill Country Transit District (HOP) ($85,000 for microtransit), and the Noon Exchange Club ($5,000 for their Feast of Sharing event). The total requested amount for general fund support was $186,584, exceeding the proposed budget of $95,000 by $91,584. Council members debated funding allocations, with one recommendation to fund HOP at $85,000 and allocate $2,000 to each other organization, totaling $95,000. Other council members suggested using fund balance to fully fund all requests. The meeting also addressed Hotel Occupancy Tax (HOT) fund requests, totaling $230,550 against projected revenues of $190,850, resulting in a deficit. Required allocations included $4,532 for admin cost reimbursement and $28,628 for the civic center maintenance and operations.

Copperas Cove Considers Utility Rate Hikes and Fee Schedule Adjustments for FY2026-2027

The City of Copperas Cove reviewed proposed changes to its fee schedule for fiscal year 2026-2027, with a significant focus on utility rates. Director of Budget Ariana Beckman presented departmental recommendations, including adjustments to animal control microchip fees, fire department fees for non-emergency lift assists and licensed facility inspections, and a new annual permit fee for mobile food vehicles. Building and development fees, as well as parks and recreation fees, are proposed to be adjusted based on the Consumer Price Index (CPI) and tournament rental rates. Library fees for non-residents are proposed to be removed. Code and health compliance fees are also being adjusted, with a new permit reinstatement fee of $200. The most significant discussion centered on utility rates (water, sewer, drainage, and solid waste), which are based on a four-year utility rate study. A typical resident's utility bill is projected to increase by approximately $14 per month, totaling $172.99, to cover operational costs, capital projects, and compliance with state regulations. Council members acknowledged the necessity of these increases to maintain infrastructure and ensure future water supply, drawing parallels to water crises in other parts of Texas. Public comment periods and specific public hearings are scheduled for July and August for residents to voice concerns.
