Newton Nursery Receives Zoning Approval for Expansion in Leander
The Leander City Council approved zoning case KZ-26-0220, which amends the current zoning of interim SFR-1B (Single-Family Residential) to a Minor Planned Unit Development (PUD) with a base zoning of LC-2-A (Local Commercial) for Newton Nursery. This rezoning allows Newton Nursery to expand its operations on approximately 5.018 acres. The property was formerly Circle D Nursery and was annexed into the city. The proposed PUD will accommodate building expansions and bring the nursery into compliance with city codes. The Planning and Zoning Commission had recommended approval of this request.
Leander Approves Rezoning for Lifetime Fitness Center Amidst Neighbor Concerns
The Leander City Council conducted a public hearing and approved a zoning change (KZ-26-0212) to rezone a 14.037-acre parcel from GC-3-C and SFT-2-B to a Minor Planned Unit Development (PUD) with a base zoning of LC-3-C to allow for the development of a Lifetime Fitness center. The applicant, Lifetime, requested the rezoning to accommodate their business model, which includes a fitness center, cafe, childcare, salon, spa, and an outdoor amenity deck with a pool. The Planning and Zoning Commission had recommended approval with modified PUD notes, including specific hours of operation for outdoor amplified sound (8 a.m. to 10 p.m.) and the main business (4 a.m. to midnight). During the public hearing, concerns were raised regarding a buffer between the property and a neighboring cemetery, and the need for significant water retention due to potential flooding issues along Brushy Creek. The applicant stated they are continuing dialogue with the cemetery association regarding buffers and are willing to explore solutions like fences or walls, and also noted they have retention on site. The council approved the rezoning, with the understanding that site plan review would address detailed compliance with drainage and buffer requirements.
Leander City Council Outlines Legislative Priorities for 2027 State and Federal Programs
The Leander City Council discussed and provided direction on legislative priorities for the 2027 state and federal legislative program. Assistant to the City Manager Kent Sarielsuk presented potential priorities for the upcoming legislative session, including preserving quality of life, protecting self-governance, ensuring financial stability, fostering economic growth, securing essential public infrastructure, and advocating for community needs at the federal level. The council aims to adopt a formal state and federal legislative program in July to engage with representatives and advocate for funding opportunities and favorable legislation. The discussion also touched upon the process of legislative advocacy, including direct engagement with representatives, educational efforts, and coordinated advocacy with other cities.
Leander Amends In-Home Daycare Ordinance, Allowing More Children Per Facility
The Leander City Council amended its composite zoning ordinance regarding in-home daycares. The ordinance now allows up to six children for full-time daycare by right, aligning with surrounding cities and addressing feedback from residents and the Planning and Zoning Commission. Previously, the city was more restrictive, allowing only five or fewer children. For daycares serving seven to twelve children, a modified permitting process will be implemented, requiring an in-home daycare permit that addresses parking, traffic flow, hours of operation, and outdoor play areas. This change aims to balance the needs of home-based childcare providers with neighborhood compatibility, while also addressing concerns about parking and traffic congestion.
Leander City Council Approves FY 2026 Capital Improvement Program
The Leander City Council approved the Fiscal Year 2026 Capital Improvement Program (CIP) list of projects. The CIP includes 30 new projects for transportation, 9 for water, 12 for wastewater, 5 for drainage, 4 for parks, and 4 for facilities. The program is developed through a multi-stage ranking process involving committees, departments, the Planning and Zoning Commission, and ultimately the City Council. The council discussed the 'living document' nature of the CIP, noting that projects can be added or reallocated based on available funding, grant opportunities, and project completion. Concerns were raised about staffing levels potentially constraining the pace of design and construction, and the need to efficiently move projects through their lifecycle to avoid redesigns due to changing regulations. A recommendation was made to improve the tracking of CIP projects' rankings to better align choices with established priorities for future councils.
