Cedar Park Council Approves Master Plan Study for Recreation Center Expansion
The City Council approved a resolution authorizing an agreement for professional architectural services for master planning related to a potential future recreation center expansion and renovation. The project is a strategic goal that will involve a study to determine if the current rec center meets community needs, potential changes, and feasibility of expansion. Funding for the plan is provided by the Community Development Type B Corporation in the fiscal year 2026 budget. Community engagement will be part of the process to identify potential elements and costs.
Cedar Park Amends Transportation Criteria Manual for Terminology Clarity
The City Council conducted a second reading and approved an ordinance amending the Cedar Park Code of Ordinances in relation to the Transportation Criteria Manual. Councilmember Urida identified an opportunity to clarify definitions within the ordinance. Specifically, the change involves replacing the term 'hike and bike trail' with 'trails and shared use paths' in section 12.20.007 to ensure consistency with other proposed changes and terminology used in the master mobility plan. This change aims to prevent confusion regarding developer requirements for trail construction.
Cedar Park Amends Development Agreement for Town Center Office Park, Sets New Milestones
The City Council approved a third amendment to the economic development performance agreement with Balcones Real Estate Group. This amendment addresses the challenges of developing Class A office space due to market conditions, including historic vacancy rates. The amendment establishes key milestones, including securing a lease with Texas Materials for Building One by July 2026, completing Building One and a public trail by May 2028, delivering Building Two by the end of 2030, and completing 300,000 square feet of commercial development by the end of 2032. It also formalizes the conveyance of Lot 2B, approximately 0.135 acres, to align with the project's intended development footprint. The approval of item H1 (Texas Materials agreement) provides a viable path forward for the Town Center office park development.
Cedar Park Expands Road Resurfacing Project with Additional Neighborhoods Using Existing Funds
The City Council considered a resolution authorizing a change order with Lone Star Paving Company for the 2026 Neighborhood Road Resurfacing Project. The project, funded by the 2022 bond program and annual pavement maintenance funds, initially included streets in Buttercup Creek, Park West Estates, and Ranchette 6 and 6A. Due to favorable bids, there were leftover funds, allowing for an expansion of the project's scope. The change order increases the project scope to include a two-inch mill and overlay on streets in the Cedar Park Square and Ranchette's five subdivisions. The additional cost of $519,206 will be funded by the current project budget, requiring no additional funding. The original project was awarded to Lone Star Paving Company for not to exceed $2,210,484.
Cedar Park Approves Economic Development Agreement with Texas Materials for Facility Expansion and Job Creation
The City Council authorized a performance-based economic development agreement with Texas Materials Group and CRH Americas for Project Foundation. This project involves the expansion of the company's facility from 30,000 to 50,000 square feet, creating nearly 100 new jobs, and represents an investment of $3 million. The agreement includes a $2 million cash grant and a 10-year rebate of EDC sales tax, with a potential extension. Texas Materials is a subsidiary of CRH, a global building materials supplier. This project is significant as it will serve as the first development in the Cedar Park Professional Center, activating the office park and creating momentum for future phases.
