Belton Council Discusses $78 Million Five-Year Capital Improvement Plan

Belton Approves Short-Term Rental Appeal with Conditions
The City Council heard an appeal for a short-term rental (STR) at 816 North Beal Street regarding the 500-foot separation requirement. The property was established after STR codes were adopted in March 2023 and does not currently meet the separation from two nearby STRs. However, staff recommended approval due to the property's orientation, nearly 500-foot separation from one nearby STR, and no reported complaints or service calls to the location in the past two years. The council approved the appeal, citing no complaints and the street orientation as mitigating factors.
Belton Council Reviews Preliminary FY2027 Budget, Delays Formal Presentation
The City Council held a work session to discuss the preliminary budget for the fiscal year 2027, covering various funds including Hotel Occupancy Tax, Tax Increment Reinvestment Zone (TIRZ), Information Technology, Building Maintenance, and the Economic Development Corporation (EDC). Discussions focused on projected revenues, expenditures, fund balances, and planned capital projects. Key concerns raised included the transparency of 'other' expense categories for tourism sponsorships and the need for detailed accounting of funds allocated to events and the Expo Center. The proposed budget presentation was rescheduled to August to incorporate updated tax roll information.
ASCO Equipment Relocation Zoning Change Approved
The City Council conducted a public hearing and considered a zoning change from Commercial Highway to Planned Development Commercial Highway to Commercial 2 on approximately 20 acres at 5353 South Highway 35. This change is requested to allow ASCO Equipment to relocate due to the I-35 widening project. ASCO intends to continue its operations of selling, renting, and servicing heavy equipment. The Planning and Zoning Commission recommended approval, subject to development conforming to Commercial 2 standards and design requirements. Council members expressed support for ASCO remaining in the community and noted it as a positive use of the property.
Belton Approves Zoning Change for Wolf Construction Expansion
The City Council considered and approved a zoning change from Agricultural to Planned Development Light Industrial for approximately 4 acres at 8632 Amity School Road. The applicant intends to subdivide the property, selling the eastern portion to Wolf Construction for facility expansion. The existing residence on Lot 1 will remain. The PD Light Industrial zoning allows for the existing residence and future light industrial use. This change aligns with existing light industrial zoning nearby and a neighboring business park. The future land use map will be amended to reflect this designation. No opposition or support letters were received.
