Huitt and Waco Establish Automatic Aid Agreement for Structure Fire Response

The City Council authorized the city manager to execute an interlocal cooperative agreement with the City of Waco for automatic aid in providing fire department emergency response services, specifically for structure fires. Under this agreement, Huitt would provide up to seven additional personnel from Waco during a structure fire incident, increasing Huitt's response manpower from eight to approximately fifteen. Conversely, Huitt would respond with three personnel to structure fires in Waco. The agreement is limited to structure fires and does not include medical calls. The automatic aid area is depicted on a map, generally extending north to Highway 6 and west to Highway 84, and is adjacent to Huitt. This collaboration is expected to be helpful for future ISO ratings and maintaining current ratings. The agreement has zero integration cost. The motion was made by Mr. Beni and seconded by Mr. Hamilton, passing unanimously with a six-to-zero vote.

Republic Services Rates to Increase by 4.9% Based on CPI Adjustment

The council approved a Consumer Price Index (CPI) increase for public services provided by Republic Services, allowing for a 4.9% adjustment to rates. This adjustment is permitted annually on July 1st as per the solid waste collection and disposal contract. The CPI specific to water, sewer, and trash services showed a 12-month average increase of 4.9%. The approved expenditure will impact residential costs per resident per month and various commercial service rates, as detailed in Exhibit A of the packet. The motion to approve the CPI increase was made by Mr. Potter and seconded by Mr. Hamilton, passing unanimously with a six-to-zero vote.

Council Requests Discussion on Code Enforcement Procedures

Councilmember Turner requested a future workshop agenda item to discuss code violations and enforcement. Chief McGrath explained that code enforcement officer Joel is active daily and follows a multi-step process involving notification, rectification periods, court filings, and service of complaints. He noted that Joel is often aware of situations before receiving complaints and acts quickly, with pending court complaints. While enforcement can be a lengthy process, any code issues brought to the council or police department's attention are acted upon promptly. The Chief encouraged council members to forward any information they receive directly to the department.
