City Council Approves Supplemental Appropriations, Discusses Cannabis Fund Allocation

The first, 26-882.01, allocated $76,000 for the remainder of the CIC funding and $35,000 for nuisance abatement (weed mowing and boarding up buildings). The second, 26-882.02, appropriated $58,790.50 from the CDBG project fund for future CDBG funding uses. The third, 26-882.03, addressed a shortfall in the solid waste fund, requiring an additional $15,000 to cover increased account numbers after a change in haulers. The council also discussed Ordinance 26-883 concerning the allocation of host community cannabis funds, with extensive debate on whether to fund residential roads or public safety personnel, ultimately deciding to postpone a vote to allow for further analysis and budget discussions.
State Route 4 Resurfacing Fully Funded by ODOT; IT Contract Approved
The council discussed the State Route 4 resurfacing project, an ODOT-funded initiative estimated at $5.587 million. The project involves a mill and fill of travel lanes, turnaround lanes, and ramps within Riverside. ODOT will fully fund the project, with no city match required. The council passed Resolution 26-R31000 to support ODOT's project, scheduled for construction in 2027. Additionally, a resolution (26-R3099) was approved for services with a new IT contractor, ensuring compliance with cybersecurity laws, with implementation being a top priority for the new vendor.
Stormwater Utility Program Update: Identifying Flooding Issues, Discussing Credits and Exemptions
The council received an update on the Stormwater Utility Program. Staff presented a detailed overview of the city's hydrogeography, flooding history, existing infrastructure challenges, and the 2015 master plan. The presentation identified multiple problem areas with significant flooding and inadequate storm sewer systems, estimating total capital project costs at nearly $23 million by 2026. The council also discussed the proposed non-residential credit program and a homestead exemption adjustment for qualifying seniors and disabled veterans. While staff recommended against implementing the non-residential credit program due to current financial challenges and staff capacity, they recommended moving forward with developing an ordinance for the homestead exemption adjustment, with the potential implementation in January 2027.
City Council Approves Pursuit of FEMA Grant for Firefighting Equipment
Fire Chief Miller presented a request for council approval to pursue an annual Firefighter's Assistant Grant through FEMA. This grant, which has been successfully obtained by the department in previous years, is crucial for funding essential equipment, protective gear, vehicles, and training aids. The proposed grant funding of $328,000 would significantly offset the city's cost for replacing 32 aging SCBA (Self-Contained Breathing Apparatus) units, which are vital for firefighter safety. The federal share would cover $295,200, leaving a city match of $32,800, which can be accommodated within the existing equipment budget. The council unanimously approved the motion to pursue this grant.
