Commercial Marina Expansion Does Not Require Environmental Review

The City Council considered a resolution determining that a commercial marina expansion at Charlie's on Prior does not meet the threshold for environmental review per Minnesota Rule 4410.4300 sub-paragraph 25. The expansion, which has been in place for over three years, involved increasing the marina's footprint and capacity. City staff, along with their EAW consultant, concluded that a mandatory Environmental Assessment Worksheet (EAW) is not required. The council approved this determination, allowing the DNR to proceed with their permit review.

The City Council approved multiple items related to the Marlowe Ridge development, including a resolution for a negative EAW declaration, amendments to the Future Land Use Map and Zoning Map, an easement vacation, and a preliminary planned unit development (PUD) plan and preliminary plat. The development, proposed by Pulte Homes, will consist of 262 low and medium-density residential units on approximately 70 developable acres. City Council Authorizes $5 Million Bond Sale for Capital Improvements

The City Council authorized the competitive negotiated sale of General Obligation Bonds Series 2026A, with an estimated par amount of $5,045,000. The proceeds will finance several capital projects, including Northwood Road Phases 1 and 2, Green Heights area design, and facilities replacement and improvement projects. The city will use a competitive sale process to solicit proposals from underwriters, with bids due July 28th and an anticipated closing in mid-August. This bond sale is seen as a benefit resulting from years of work to achieve a AAA bond rating.
