Bloomington Kicks Off First Biennial Budget Process Amidst Strong Community Support and Financial Considerations
The city of Bloomington is beginning its first-ever two-year budget cycle for 2027 and 2028. Staff reported that the city is in a strong financial position, with 89% of residents rating Bloomington as a good or excellent place to live and 9 out of 10 residents feeling safe. However, the council acknowledged financial pressures from inflation, housing costs, and funding uncertainties. The biennial budget aims to maintain high-quality services while addressing affordability concerns. Community engagement for the budget is underway with overwhelmingly positive feedback received so far, and further input opportunities will be available.
Bloomington Revises Corner Lot Standards to Increase Flexibility and Remove Development Barriers
The City Council approved updates to Bloomington's corner lot standards. The previous code imposed additional requirements on corner lots, limiting the placement of homes, garages, and accessory structures, and creating challenges for additions and certain housing opportunities. The approved changes reduce setback requirements, allow more flexibility for accessory structures, and update lot size and width standards to align with current development patterns. The goal is to remove barriers for property owners while maintaining safety, visibility, and neighborhood character. The Planning Commission unanimously recommended approval.
Bloomington Park System Master Plan Update Shows 74% Progress; Future Investments to Focus on Equity and Access
Bloomington's Park System Master Plan, first adopted in 2021, received a 5-year update. Approximately 74% of the plan's priorities are completed or in progress, including park improvements, natural resource projects, and equity-focused investments. Future investments will be prioritized based on park conditions, recreation trends, athletic field demand, community access, and long-term funding needs, with a focus on equitable access and ensuring the greatest community benefit. Resident and stakeholder engagement will continue, with staff recommendations expected later this year.
