Richfield Adjusts City Manager Pay Structure to Align with Market Competitiveness

The City Council approved an amended 2026 general pay plan, adding three new pay grades (23, 24, and 25) to accommodate market shifts and enhance competitiveness for the City Manager position. The maximum of the proposed pay grade 25 is $238,522. This action reclassifies the City Manager position to grade 25 to align with the market average of approximately $230,000 (salary only) to $237,000 (with additional compensation). The amendment was recommended by staff following a compensation study by Baker Tilly and in light of legislative changes removing prior salary caps for local government employees. Additionally, the council approved a resolution amending the City Manager's employment agreement, reflecting a salary adjustment based on the updated pay plan and acknowledging her outstanding performance over 10 years.

Richfield City Council Accepts Unmodified 2025 Financial Audit Report

The City Council received and accepted the City of Richfield's Annual Comprehensive Financial Report for the fiscal year ended December 31st, 2025. The audit, conducted by Carolyn Stutsman of Baker Tilly, resulted in an unmodified opinion, stating that the financial statements are fairly stated. Key findings included an increase in general fund revenues and expenditures, with the fund balance increasing and remaining in compliance with the city's fund balance policy (43.4% unassigned fund balance vs. 40% minimum). Several funds, including liquor, water/sewer, and storm sewer, were reviewed, with mixed results such as increased operating income in water/sewer and an operating loss in storm sewer due to repair costs. No findings were reported from the federal single audit or Minnesota legal compliance review. The report also noted a common finding regarding the segregation of accounting duties, mitigated by internal controls.

Maria, the award recipient, expressed gratitude and emphasized the importance of collective action and partnerships in building a strong community. Richfield Considers Expanding Alcohol Permitted in Parks and Community Centers

The City Council held the first reading of an ordinance to amend Richfield City Code Chapter 7, Section 840.11, regarding alcohol in city parks. The proposed changes aim to provide greater flexibility by allowing alcoholic beverages at Wood Lake Nature Center and the Community Center, at city-sponsored events, and for community celebration license holders (with restrictions on alcohol type and designated areas). Current exceptions are limited to city-authorized celebrations and a junior hockey team at the ice arena. The amendment requires appropriate permits, licenses, director approval, and potentially indemnification agreements. Discussions included concerns about the cost of required off-duty officers for events and whether to explicitly prohibit alcohol in pool areas, though staff noted discretion would be used and it has not been previously allowed in pool areas.
