Chaska City Council & EDA Meeting 6.15.26
Published: Jun 15, 2026
Big Woods Business Park Phase One Approved, Bringing Distribution Center and Infrastructure Upgrades
The City Council approved preliminary site and building plans, a preliminary plat, rezoning, and a comprehensive plan amendment for the first phase of the Big Woods Business Park, proposed by Scanel Properties. This initial phase involves approximately 44 acres on the north side of Big Woods Boulevard and east of County Road 11, planned for a 218,000 sq ft distribution center. The approval includes rezoning to Planned Multi-Use District 24 and a comprehensive plan amendment to allow cluster development in the green belt, expand the metropolitan urban service area, and guide land use on former Delgrren Township parcels. The project includes infrastructure improvements such as roads, utilities, a trail system, and landscaping to mitigate visual impacts, especially at key community entrances.
Chaska Moves Forward with 'Inn' Project for Young Mothers on Stoutton Avenue
The City Council approved entering into a letter of intent with the Community Asset Foundation for the development of the 'Inn' project, which will provide housing and support services for young mothers completing their education. The project, previously planned for Yellow Brick Road, is now relocating to property acquired from United Crystal Sugar on Stoutton Avenue due to cost-prohibitive soil conditions at the original site. This new location will include moving the 'Wormhouse' from St. John's Church and constructing two additional housing units, creating a total of three units. Beyond New Beginnings will provide programming and counseling support. The project aims to address a growing need for housing and support for single young mothers, promoting stability and opportunity.
Assessment Role Adopted for Final Downtown Street Reconstruction Segment on Elm and Third Streets
The City Council held a public hearing and adopted Resolution 2026-53, adopting the assessment role for the 2026 downtown street reconstruction project, specifically for a two-block section of Elm Street and Third Street. This section is more complex due to a bridge that will be removed and replaced with a concrete pipe for drainage. Assessments for this project remain consistent with previous downtown street reconstruction projects. Bids for the project will be accepted in June or July, with construction anticipated in the latter half of the year. This project is part of a larger effort to reconstruct nearly all downtown streets.
Chaska EDA Secures Favorable Bond Sale, Lowering Interest Costs and Funding Key Projects
The Chaska EDA successfully sold $55,380,000 in bonds, receiving a premium of $1,089,000. The final adjusted bond sale amount was $54,291,000 with a true interest cost of 4.39%, lower than the projected 4.779%. This sale will fund construction proceeds for MSB2, refinance temporary financing for the MSB site acquisition, and cover the rehab of the city hall plaza project. The City of Chaska maintains a double A-minus bond rating with a stable outlook, supported by consistent reserve building and long-range planning.
