Lakeville Arenas Report Highlights Record Revenue and Future Expansion Plans

Future plans include developing the pavilion rink for summer events, expanding programming, and entering the tournament business. New ice club memberships are being introduced to make hockey more affordable for youth. City Council Approves Revised EB First Edition Development Plan and Authentics Lakeville Preliminary Plat

The council approved an amendment to the conditional use permit for EB First Edition, allowing for a revised site plan featuring one 142-unit apartment building and 24 townhomes, down from the originally approved two apartment buildings with 182 units. This revision creates a more cohesive site plan. Additionally, the council approved the vacation of a public right-of-way for 207th Street to better align with the new layout. The property is zoned RH2 (multifamily residential) and was initially approved in October 2024. The Planning Commission unanimously recommended approval of the amended plan. Council member Lee inquired about site access and potential future connections, which were clarified. The second item, a preliminary plat for Authentics Lakeville, was also approved. This plat creates three outlots: Outlot A for potential commercial development (approx. 1.8 acres), Outlot B for above-ground stormwater management, and Outlot C (wetlands) to be deeded to the city. This stormwater solution addresses challenges with the original plan's underground system. The project involves tree removal and replacement, adhering to new ordinances. Staff supported the plat as a reasonable solution for stormwater management for the adjacent apartment project, acknowledging the commercial development challenges on this site.

Lakeville Parks Department Updates on Snowmobile Trail Management and Proposed Map Changes

Joe Macy Archin, Parks Director, provided an update on snowmobile trail management in Lakeville. The city partners with Lakeville Snow Trackers, a nonprofit that maintains and grooms cross-country ski and snowmobile trails for 23 years. The club dedicates approximately 60 hours to grooming annually and performs additional preparation work, signage, and map assistance. They also conduct ongoing education and collaborate with Parks and Recreation staff on trail alignments and event support, such as Ritterfest. The city's snowmobile ordinance, last updated in 2010, was adopted in the '90s and outlines permissible use, including on streets, age restrictions, licensing, no-snowmobile zones, dates of use (December 1st - March 31st), hours (cannot ride 11 PM - 7 AM), and speed limits. The ordinance has been working well with fewer issues due to current management and partnerships. The existing snowmobile map, last adopted in 2023, connects to trails in Farmington, Elko New Market, and includes key stops like the Holiday Station by Antlers Park. Proposed changes for the upcoming season include a new trailer location at Antlers Park (utilizing a four-season restroom facility and unplowed parking areas), additional route changes due to development off 215th Street, a realignment in Antlers Park due to reconstruction, and a realignment in Ritter Farm Park. Questions were raised about the capacity and restriction of trailer parking at Antlers Park, the use of the lake for trail connections, and restrictions on snowmobile treads on concrete and pathways, with assurances that treads are restricted and the club helps enforce this. The use of ditches for trails was preferred due to snow collection and groomer access.
