City Approves Various Signage, Special Event Permits, and Network Expansion

Several requests related to signage and special events were approved. Francis Ann Happ received approval to install a single-facing, non-illuminated sign on a building at 126 Industrial Drive, and two directional signs, one in front of Air Products at 126 Industrial Drive and another in front of 325 Civic Road, all within the city right-of-way. Cody Hoover was approved to install an illuminated wall-mounted sign at 901 First Street. Stage 212 was approved to remove and replace an electronic message sign. Axe Church received a special event permit to close Tanta Street between Canal and First Streets for an Axe Kids Summer Party on June 28, 2026. Stratus Network was granted permission to break ground for fiber optics network extension at 521 First Street.

City Approves Tree Inventory Contract, Pursues Dementia-Friendly Status, Plans National Night Out

The city is moving forward with a tree inventory project, having received a grant from the Trees Forever group. The LBA committee has recommended Response Growth Collective as the contractor due to their 22 years of experience, being the lowest bidder, and providing a more detailed proposal. The council is being asked to approve this contract. Additionally, the city is preparing to be recognized as a dementia-friendly community, with Joan Milly leading the initiative and Chief Stewart providing awareness to officers on how to assist individuals with dementia. National Night Out is also planned for August 4th at Hegeler Park, featuring various community activities and first responder interactions.

Rotary Park Sliding Hill Project Out for Bid; MFT Road Program to Commence; Golf Cart Service Planned

The city is preparing to bid on the sliding hill project at Rotary Park on July 1st, with four plan holders currently interested. The MFT (Municipal Federal-Aid Highway Fund) road program is expected to begin later in the week, pending IDOT approval. Additionally, a golf cart transportation service will be offered at Rotary Park on July 12th, from 10:00 a.m. to 2:00 p.m., to provide rides from the upper shelter to the lake, an idea proposed by former Alderman Jim Baster. The city also expressed appreciation for beautification efforts by Axe Church and local carnivals in Spring Valley and Oglesby.

Police Department to Acquire Speed Data Trailer; Tag Day Approved; Solicitation Rules Clarified

The finance committee recommended the purchase of a Stalker MC-360 message trailer for the police department at a cost of $23,617. This device will collect data on vehicle speed and volume to help officers identify speeding hotspots and optimize deployment, functioning similarly to a digital sign for advertising city events. The council confirmed and ratified a one-on-one poll regarding a 2026 tag day for the Illinois Valley Building Trades, allowing them to collect donations on Father's Day weekend. Additionally, the city is addressing issues with unsolicited door-to-door sales, reminding residents that no solicitors are currently registered and encouraging reporting of any such activity to the police.

City Addresses Water Quality Concerns, Authorizes Striping Program

The city council addressed concerns regarding water quality, specifically a violation in the Consumer Confidence Report (CCR) related to HAA5 levels. The violation stemmed from a lab equipment issue with a subcontractor that affected one of two required samples. While one sample was out of compliance due to the lab error, all other tested samples for HAA5 were within acceptable limits, indicating no reason for public concern about the water's actual safety. The testing agency, Test, is implementing measures to conduct this testing in-house to prevent future issues. The city council also authorized a pay request for the 2026 striping program and discussed the valve and hydrant program, which involves installing expensive 'easy valves' to improve water shut-off capabilities.
