City Disposes of Old Truck, Purchases New GMC for Water Department

The City Council approved the disposal of a 2008 Ford F-250 from the Water Department due to its age, mileage (123,000), constant breakdowns, and deteriorating body. They also approved the purchase of a 2026 GMC 2500 HD from Ken Nelson Auto Plaza of Dixon for $55,513. This purchase replaces the Ford and comes in under budget by $4,800. The purchase price includes a $3,500 trade-in value for the Ford and $3,900 in bid assist.

City Council Addresses Financial Claims, Utility Rates, Board Appointments, and Service Agreements

The City Council approved minutes from the previous meeting, labor and outside claims totaling $1,834,316.37, and year-to-date financials. They also approved ordinances related to electrical aggregation renewal, sewer rate amendments, and water rate amendments. Several appointments and reappointments to the Library Board of Trustees and the Zoning Board of Appeals were confirmed. A motion to approve the disposal of a 2008 Ford F-250 and the purchase of a new 2026 GMC 2500 HD was passed. Additionally, a redevelopment agreement with the Dixon Family YMCA and an agreement with Paramedic Billing Services were approved.

City Renews Electrical Aggregation Program, Approves Sewer and Water Rate Adjustments

The City Council approved an ordinance authorizing the renewal of the electrical aggregation program for residential and small business customers. The program, managed by NEMAC, will offer a one-year rate of 9.55 cents per kilowatt-hour, guaranteeing an estimated savings of $50 per resident for the year. A two-year rate of 9.60 cents was also available. The current ComEd rate is approximately 10.5 cents, projected to be around 9.996 cents when the new program begins in September. The City Manager is authorized to sign a competitively bid contract for the retail supply of electrical services. Council also approved an ordinance amending sewer rates, which does not increase utility rates beyond the previously approved 2.5% annual limit. This year's approved increase will be directed towards the water system to maintain infrastructure and financial stability, with total increases for most households estimated at 2.3% to 2.5%. Separately, the Council approved an ordinance amending water rates.

City Council Confirms Appointments to Library and Zoning Boards

The City Council confirmed several appointments and reappointments to various city boards. Marcella Kitson was reappointed to the Library Board of Trustees for a term ending June 20th, 2029. Melinda Mills was appointed to the Library Board of Trustees for a term ending June 30th, 2029. Leah Stock was appointed to the Library Board of Trustees for a term ending June 30th, 2029. Cynthia Adcock was reappointed to the City of Dixon Zoning Board of Appeals for a five-year term ending June 30th, 2031. The total number of members on the Library Board is believed to be nine, with a rotation of three coming due each year.
