Hillcrest Covenant Church Expansion Approved, Adding Capacity and Parking

Ordinance 2026-022, approving a special use permit for an expansion of the Hillcrest Covenant Church, was presented for first reading and had its second reading waived. The church at 1515 North First Street plans to expand its sanctuary capacity to approximately 350 people, add classroom and gathering space, and enlarge the parking lot by 55 spaces. The expansion is designed to minimize footprint increase by building over existing lower-level space. The church has been attentive to neighboring concerns, incorporating buffering, shielding, and setbacks for parking lot lighting. The special use permit is required because zoning changes have altered church permissibility in residential areas.

The City Council received and filed the FY2025 Annual Comprehensive Financial Report (ACFR), Single Audit Report, Report on Compliance with Public Act 85-1142, TIF Report, Downstate Operating Assistance Certification, and Independent Auditor's Report/Management Letter. The report was presented by Anthony Cervini of Sikich CPA LLC. Key highlights included the city receiving the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting for the 31st consecutive year. The audit issued a clean, unmodified opinion on the city's financial statements and the single audit for federal expenditures. The report also detailed the city's financial performance, including a strong general fund balance (63.7% of annual expenditures), pension fund status (IMRF at 101% funded, Police at 61.2%, Fire at 50.1%), and investment returns. The City Manager and staff emphasized the diligence and transparency in the city's financial management.

Resident Questions City Water System Funding and Future Projections Amidst Industrial Growth

During public comment, resident Amy Doll raised questions regarding the city's water system and infrastructure. She referenced a Baxter and Woodman report on the water system master plan, noting projections of a 14% increase in developed area and significant water demand from industrial growth between 2025 and 2035. Doll questioned whether these projections included recent developments like a data center and Meta expansions, and how often the report would be updated. She also inquired about the funding mechanism for over $35 million in projected water system improvement costs between 2025 and 2035, specifically asking if industrial developments would cover these costs or if current residents would bear the burden. Additionally, she urged the city to support county efforts for groundwater supply mapping and protection, similar to work done in Boone and McHenry counties.

DeKalb City Council Approves Flock Safety ALPR Contract Amidst Privacy Concerns

The DeKalb City Council discussed and ultimately approved Resolution 2026-059, authorizing a contract with Flock Safety for automatic license plate reader (ALPR) services for the Police Department. This decision was made despite significant public comment raising concerns about privacy, data usage, and potential for misuse. The city manager and police chief defended the technology as a necessary force multiplier to enhance public safety and stated that strict protocols and oversight mechanisms would be in place to prevent misuse and ensure compliance with state law. They highlighted Flock's capabilities and network as superior to the current provider, Genetec, and emphasized the importance of staying current with technology to combat crime effectively. The contract is for a two-year term from 2026-2027, not to exceed $27,500.

New Manufacturing Facility 'Project Big Lakes' Approved for Park 88 Unit 5

Ordinance 2026-021, approving a final plat of subdivision and preliminary/final development plan for Park 88 Unit 5, was presented. This project involves a new manufacturing facility, tentatively known as 'Project Big Lakes,' developed by Venture One. The company creates climate control and energy management systems. They chose DeKalb for its location outside the urban sprawl but close to potential customers in the Chicago metropolitan area. The Planning and Zoning Commission unanimously recommended approval. The project is expected to create well-paying jobs and contribute positively to the local economy.
