City Approves Sale of Surplus Vehicles to Enhance Fleet Management Program

The council approved Resolution R2026-28, authorizing the sale of surplus property, specifically three vehicles, through a vehicle sales agreement with Enterprise Fleet Management Incorporated. This is part of a larger vehicle leasing and replacement program initiated in 2019, designed to reduce capital expenditures, repair costs, and improve vehicle reliability and resale value. Since implementing the program in 2020, the city has seen reduced maintenance expenses and downtime, along with increased reliability and safety. The proceeds from selling these newer vehicles, which have higher resale values, will be reinvested into the public works and engineering departments' leasing program to further reduce costs and build equity. Enterprise manages the resale channels to maximize returns, and they will remit funds to the city within two business days of collection, minus a $400 service fee per vehicle.

Traffic & TransportationInfrastructure

North 15th Street Parking Restriction Approved to Enhance Safety and Traffic Flow

The council considered an ordinance to prohibit parking along the east side of North 15th Street between 10th Avenue and Squire's Landing. The street is a local roadway measuring approximately 31 feet from back of curb to back of curb, which limits space for on-street parking. Concerns about safety and visibility have been raised due to vehicles parked on both sides, reducing the effective width of travel lanes and impeding two-way traffic. Staff determined that restricting parking on the east side is necessary to improve safety, visibility, and traffic flow. This change aligns with design standards allowing parking on only one side of such narrow streets and aims to prevent vehicle conflicts and enhance safety for motorists, pedestrians, and residents. While parking is primarily an issue on Sundays for a few hours, the change is seen as a necessary safety measure. The daycare, churches, and residents in the area have been consulted and are generally in agreement.

Wheatland Tube Variance Request Postponed Amidst Concerns Over Snow Load and Structural Connections

The council considered Ordinance 2026-30, which would approve a construction material variance for Wheatland Tube LLC at 1600 Richie Court for a fabric-covered hoop structure. The variance request, under section 10411, allows for alternative materials and methods of construction if deemed satisfactory and equivalent to code provisions. The planning and zoning commission recommended approval with conditions. Significant discussion ensued regarding concerns about snow load accumulation in the enclosed tunnels connecting the new structure to the existing building, potential wind uplift, the structural integrity of the connection between buildings, and the adequacy of snow removal plans. The council ultimately voted to postpone action on the item to the June 22nd meeting to allow for further review and provision of requested documentation, including site plans showing the connection and a volumetric calculation for maximum snow load.

City Council Notified of Emergency Transformer Purchase to Ensure Power Reliability

The council was made aware of an upcoming emergency ratification for the purchase of multiple transformers, estimated at $300,000. This is due to the failure of a transformer at Wheatland Tube and low stock levels of single-phase transformers caused by failures throughout the territory. Typical lead times for these transformers are 10-14 weeks, necessitating prompt ordering to ensure continuous power supply to customers. The purchase will be competitively bid through a source well quote.

Rochelle Announces Summer Events, Including Concerts, Parade, and Expanded Fireworks

The council discussed upcoming community events. A 'Concert in the Park' featuring the local band Violetto is scheduled for Wednesday at Atwood Park starting at 7:30 PM, with ice cream and other activities planned. The Fourth of July parade details are available through Trisha at the chamber of commerce, encouraging participation with decorations for bikes and scooters to celebrate the country's 250th birthday. The city is also increasing fireworks displays to two nights: Friday at the flight deck of the airport and Saturday at Atwood Park.
