Wycliffe Monitoring Wells Agreement Terminated, Wells to be Capped
The committee discussed and approved the termination of a 2003 monitoring agreement related to the Wycliffe subdivision and landfill. The agreement involved Free Corporation installing monitoring wells due to methane gas concerns in residences. For over 20 years, no leaching has been detected, and Free Corporation is closing operations. The city attorney advised that closing the wells is beneficial for property owners, as the responsibility would otherwise fall to them. The committee approved an agreement to terminate the monitoring agreement and an escrow agreement to guarantee the proper closure of the wells by Free Corporation, with EPA having no objection. The motion was made by Alderman Peterson and seconded by Alderman Stevens and passed.
Gary Greenhow Appointed Chairperson of Planning Zoning Commission
The committee discussed and voted to approve the appointment of Gary Greenhow as the Chairperson of the Belvedere Planning Zoning Commission for a one-year term ending May 2027. Mr. Greenhow was nominated by the Commission at their June 10th, 2026 meeting. The motion to approve his appointment was made by Alderman Peterson and seconded by Alderman Stevens. The committee heard no questions or comments regarding the appointment and passed the motion.
Perry School Potential Landmark Designation Referred to Historic Preservation Committee
The City Council Committee of the Whole discussed the potential for landmark designation for the Perry School building. The discussion involved city staff explaining the implications of local and national landmark status, including control over exterior aesthetics, potential for tax credits for renovations (though not for tax-exempt entities), and the process involving the Historic Preservation Commission. While landmarking does not prevent demolition or force the building to remain a school, it could help preserve the exterior and potentially attract private investment for reuse. The committee ultimately voted to refer the matter to the Historic Preservation Committee for their review and recommendation.
Water Department to Update Risk Assessment and Develop Asset Management Plan
The committee discussed and approved a proposal from Strand Associates to update the Water Department's Risk and Resilience Assessment (RRA) and Emergency Response Plan (ERP), and to develop an Asset Management Plan. The total cost will not exceed $50,000, funded by water depreciation. The RRA and ERP are required every five years by the IEPA, and the last update was in 2021. The Asset Management Plan is a new requirement recommended by the IEPA to identify capital improvement needs and maintenance for the water system. The motion was made by Alderman Stevens and seconded by Alderman Hoynes and passed.
Finance Department Reports Strong Performance for Fiscal Year 26
The Finance Director provided an update on the fiscal year 26 general fund report, stating that all departments met or exceeded projected revenues and expenditures. Interest income and building department revenues were highlighted as exceeding projections. The city is currently undergoing its annual audit. The overall performance for FY26 is described as strong, with similar performance expected for FY27. The committee received the report without questions.
