Wycliffe Monitoring Wells Agreement Terminated, Wells to be Capped

The agreement involved Free Corporation installing monitoring wells due to methane gas concerns in residences. For over 20 years, no leaching has been detected, and Free Corporation is closing operations. The city attorney advised that closing the wells is beneficial for property owners, as the responsibility would otherwise fall to them. The committee approved an agreement to terminate the monitoring agreement and an escrow agreement to guarantee the proper closure of the wells by Free Corporation, with EPA having no objection. The motion was made by Alderman Peterson and seconded by Alderman Stevens and passed.

The Finance Director provided an update on the fiscal year 26 general fund report, stating that all departments met or exceeded projected revenues and expenditures. The overall performance for FY26 is described as strong, with similar performance expected for FY27. The committee received the report without questions.
