Dwight Wagner Honored for Decades of Service to Downtown Woodstock

The council recognized Dwight Wagner, a long-serving member of the Downtown Development Authority (DDA), for his over two decades of contribution to downtown Woodstock. Wagner's involvement began with his firm, DMG Creative, operating in downtown Woodstock around 2005. He was an original member of the Main Street Woodstock Board formed in 2008 and helped shape the downtown's brand identity. He has consistently produced the Woodstock Travel Brochure and contributed design and production work for downtown concerts. In 2016, Councilman Rob Usher appointed him to the DDA board. Wagner is stepping down from the DDA due to relocating to Canton but will continue to be involved in concerts. He was presented with a crystal award acknowledging his contributions.

Police Department Reallocates Funds for Samsara Telematics System

The Chief of Police requested the reallocation of previously approved funds for Mobileye to instead purchase the Samsara platform for police vehicle telematics. The council had previously indicated a preference for Samsara. Mobileye represented a one-time expenditure of $50,000 for 40 units, while Samsara has an annual recurring cost of approximately $31,200 for a three-year contract. Council members expressed positive feedback on Samsara, citing its effectiveness in monitoring driving habits and its superiority over other systems, even at a higher cost, viewing it as a risk mitigation tool against potential lawsuits.

Faith Community Church Annexation and Expansion Approved

The Mayor and Council considered the annexation of two parcels totaling 5.87 acres at 291 and 295 Roatmill Road into the city of Woodstock. The parcels are intended to be incorporated into the existing Faith Community Church campus. The request included rezoning the parcels from County R40 and NC to the city's OSI (Office Space Institutional) designation and obtaining a Conditional Use Permit (CUP) for the expansion of the church's use. Both the Planning and Development Commission (PDC) and the Planning Commission recommended approval with several conditions, including maintaining substantial similarity to the site plan, consolidating parcels, consistent ownership, vesting the CUP for five years, requiring a tree plan and traffic study, and addressing site maintenance. A revised Condition 10 requires the applicant to convey right-of-way and a temporary construction easement along the Roatmill frontage for $51,000, related to a city stormwater and drainage improvement project that includes a sidewalk. The council approved the annexation, rezoning, and CUP with these conditions.
