Intersection Upgrade Planned for Railroad Street at Wesca Street
Kagan Wood, Inc. has provided a proposal for $51,000 to upgrade the intersection of Railroad Street and Wesca Street. This project, identified in the downtown and transportation master plans, includes a traffic signal. The proposal includes a traffic memo, intersection survey, and traffic signal design. The project will be funded by T-SPLOST and impact fees.
Waste Pro Approved for 10% Fuel Surcharge for July-September Quarter
The council is considering a 10% fuel surcharge from Waste Pro for the July through September quarter. Waste Pro has provided information on other municipalities where they apply similar charges and indicated that some commercial accounts have higher rates. The company has also stated that some revenue from these charges could contribute to profits. The council discussed the temporary nature of the surcharge, its potential impact on residents (estimated at $2 per month, totaling $6 for the quarter), and the contract's allowance for such charges during extraordinary fuel rate increases. A motion was made and approved to allow the 10% surcharge for the specified quarter, with Waste Pro agreeing to quarterly updates and removal of the surcharge when fuel prices return to pre-war levels.
Ridge Pine Elevated Tank Project Seeks 98-Day Time Extension Due to Soil and Rain Delays
A change order for the Ridge Pine elevated tank project is requesting a 98-day (approximately 14 weeks) time extension due to unsuitable soils and significant rain delays. The contractor, Phoenix Fabricators and Erectors, encountered issues with soil stability requiring removal of 124 loads of bad material and is awaiting clear weather to bring in 145 loads of structural fill. While monetary adjustments are being made within the existing contract, no additional funds are being requested.
New CAD System Integration to Streamline Police Field Training
An amendment to the limited license agreement for the use of the Premier 1 CAD system was proposed. This amendment allows Cherokee County 911 to populate data from their CAD system into the city's new Power DMS platform for field training reports. This integration will automate the input of incident numbers, types, dates, addresses, dispositions, priorities, and personnel IDs into the daily observation reports for field training officers, enhancing efficiency and data accuracy.
April Financial Report Shows Strong Fund Balances and Revenue Growth
The council reviewed the April financial report. Total cash and investments were $60.4 million. The General Fund showed revenues of $24.2 million and expenditures of $13.3 million year-to-date, with a net addition of $11 million to the fund balance. The Water and Sewer Fund had $11.7 million in revenues and $10.5 million in expenditures, using $1.6 million of fund balance year-to-date. Hotel motel tax revenue was $694,000 year-to-date, up 1.7%. Rental car tax revenue was $114,000, flat year-to-date. SPLOST 7 and 8 saw significant expenditures for paving contracts and the South Canyon Park project, respectively. SPLOST 7 and 8 revenues were up 4.3% over the prior year.
