Milton City Council Approves Jail Services Agreement with Alpharetta

The City Council considered and approved an intergovernmental agreement with the City of Alpharetta for jail services. This agreement allows Milton to utilize Alpharetta's jail facility for booking, detention, housing, and safekeeping of Milton inmates, including routine on-site medical care and cash bonding processes. Milton is responsible for transporting inmates to and from Alpharetta and for off-site medical costs. The agreement aims to address operational challenges previously faced by Milton police officers who had to transport inmates to Rice Street in Atlanta, leading to significant officer unavailability and delays. It also restores a compliance mechanism for the municipal court by providing a local detention option for municipal charges and violations. The estimated annual cost for Milton is approximately $103,000, based on an average of 250 municipal and 250 state charge arrests annually, with a rate of $165 per inmate per day. The agreement is for three years, commencing July 1, 2026. Staff recommended treating the first year as a monitoring period. Alternatives discussed included continuing reliance on Rice Street or seeking arrangements with other jurisdictions, with Alpharetta being the most practical option.

Milton City Council Approves Fiscal Year 2026 Budget Amendments

The City Council considered and approved amendments to the fiscal year 2026 budget. The amendments involved adjustments to revenues and expenditures across various funds, including the general fund, special revenue funds, capital projects funds, and impact fees fund. Significant changes included increases in investment earnings, local option sales tax, and insurance premium tax revenues, offset by decreases in real property tax, building permit revenues, and TAVT collections. Expenditure amendments covered employee benefits, professional services, small equipment for new financial software, insurance premiums, vehicle and equipment damages, grant-related expenses, and transfers to the capital projects fund for one-time projects like the indoor community center. The council also reviewed budget adjustments for the city events fund, Hotel Motel Tax Fund, E911 revenue, and the American Rescue Plan Fund Act. Capital project adjustments included changes for the Highway 9 widening project, pavement program, Providence Park, Freedom Park, community development software, and stormwater improvements. Impact fees were also amended to reflect higher than anticipated revenue and investment income for specific projects like the public safety complex basement, Fire Station 45, and the Southeast Crab Apple Connector.

Milton Fire Department to Apply for FEMA Assistance to Firefighters Grant

The City Council considered and approved the application for the FEMA Assistance to Firefighters Grant (AFG). This grant aims to fund a mobile SCBA (Self-Contained Breathing Apparatus) refilling trailer, costing approximately $160,000, with a required local match of about $14,545. Currently, the department relies on Alpharetta's volunteer corps for SCBA refilling resources. If successful, the grant will provide a dedicated resource for the fire department, improving on-scene capabilities. The application is due by the end of June, with a response expected in four to six months. A successful award would initiate a one-year performance period for purchasing and deploying the equipment. The department unsuccessfully applied for this grant last year. The mobile unit can fill up to six SCBA tanks. An annual maintenance cost of $1,000 to $1,500 is projected starting in 2028. The city manager noted that if approved, funds would be drawn from the police budget for the match. The Chief, who has experience writing and reviewing such grants, highlighted the extensive application process and the need to justify financial need. The motion to approve the application passed unanimously.

Milton City Council Approves 30-Day Moratorium on Data Center Applications

The City Council considered and approved a resolution to enact a temporary 30-day moratorium on accepting applications for various permits and licenses related to data centers. This moratorium applies to rezoning, land disturbance permits, building permits, special use or conditional use permits, business licenses, and certificates of occupancy for the placement, siting, construction, establishment, expansion, or operation of data centers. The purpose is to allow the city to review and consider amendments to its unified development code concerning data centers. This is a common practice for local governments facing rapid development of data centers, allowing them time to assess land use codes and comprehensive plans. The resolution is intended to prevent the escape of 'livestock before the barn door is closed,' ensuring the city is prepared should an application be received. A public hearing for potential amendments is scheduled for July 6th, with the moratorium potentially extended beyond the initial 30 days. The motion to approve the resolution passed unanimously.
