West Plains to Form Charter Review Commission for City Charter Updates

The city is initiating a process to establish a Charter Review Commission to update the city charter, which is required every ten years. The commission will consist of nine members and will have 12 months to conduct its review and potentially propose ballot issues for voters. Information and applications for interested residents will be made available online and through city communications. The review aims to consider updates based on a new model charter from the National Civic League and to ensure the charter aligns with the city's current needs and citizen input. Council members expressed support for public involvement in this process.

Galloway Creek Advisory Board Dissolved

The City Council approved an ordinance to repeal Chapter 2, Article 6, Division 7 of the Municipal Code, thereby dissolving the Galloway Creek Advisory Board. This board, established in 2003, had been inactive since the summer of 2024 and its duties have been assumed by the Parks Department. The dissolution acknowledges that the board's original purpose has been fulfilled, with the Parks Department now managing all maintenance and projects for the park. Engagement with current board members indicated their understanding of the dissolution.

West Plains Adopts Policy to Waive Fees for Affordable Housing Projects

The City Council of West Plains, Missouri, adopted a policy to waive city fees for affordable housing projects, aiming to encourage development. This policy will apply to both infill housing and new subdivisions deemed affordable, allowing waivers for sewer and water tap fees, among others, to incentivize construction. This initiative is intended to work in conjunction with the 'e homes for tomorrow' program to stimulate housing growth within the city. The policy was modeled after similar initiatives in other Missouri communities.

Two outdoor pickleball courts, a small fitness area, and a new shade structure are being constructed at People's Park. West Plains Considers Revisions to Animal Control, Nuisance, and Fencing Ordinances

The City Council considered first readings for ordinances related to animal control and nuisances. Bill 4824 proposes amendments to the municipal code concerning the keeping and control of animals, aiming to free up space at the local shelter by expediting the process for dog impoundment and redemption. It includes provisions for owners to claim dogs without current rabies vaccination, provided other requirements are met, to facilitate quicker adoptions. Bill 4825 revises ordinances on prohibited items and grass/weeds, strengthening definitions to include 'endanger public health, safety and well-being' and 'vermin infestation' to allow for stricter enforcement and penalties. It also clarifies that items like upholstered furniture and scrap metal stored outside are considered nuisances, and explicitly includes 'brush' in weed control measures, addressing concerns about fire hazards, trespassers, allergies, and disease. Additionally, it clarifies that tents are considered camping equipment under recreational equipment ordinances and specifies setback requirements for fences and the prohibition of pallets as fencing material for aesthetic and safety reasons.
