City Council Approves Pursuit of Grant Opportunities for Eastern Sewer Service Expansion
The council is considering pursuing grant opportunities for a facility plan for areas east of Rala, identified for potential annexation in the comprehensive plan. This plan would involve deeper design work for sewer service to these areas. A facility plan would also position the city to apply for implementation and construction grants. Downtown Parking Study Reveals Perception vs. Reality; Parking Restricted on Dwayne Street
The city council received a presentation on a downtown Raleigh parking utilization study. The study found that while there is a perception of insufficient parking, the actual utilization rates are below the ideal 80% at peak times. Key issues identified include wayfinding and signage, the length of on-street parking spaces, student parking on streets outside the downtown core, and underutilized leased parking lots. Potential solutions discussed include improved signage, restriping parking spaces, and exploring options like angled parking. The council also heard about a pilot project for a wayfinding app and discussed the potential for making Raleigh Street two-way. Separately, the council approved an ordinance to restrict parking on the west side of Dwayne Street between Fifth Street and Joy Street at the request of Phelps Health to facilitate truck deliveries.
Upcoming Community Events Include Freedom Parade, Steak Challenge, and Carnival
Darren Prior, Public Works Director, provided updates on upcoming community events. The Freedom Parade is scheduled for July 4th at 10:00 AM on Pine Street. Additionally, the Big Texan 72-ounce steak challenge will be held in the City Hall parking lot on June 21st. He also reminded attendees about the 91st Annual RAW Alliance Club Carnival from July 1st to 4th at the Lions Club. Information was shared regarding food distribution events hosted by the Phelps County Dream Center on June 20th and June 24th.
Council Approves Parking Restriction, Appoints Planning and Zoning Members, and Discusses Future Expansion
The council approved the final reading of an ordinance restricting parking on the west side of Dwayne Street between Fifth Street and Joy Street, as requested by Phelps Health. The council also approved a motion to appoint Drew McCcluskey and reappoint Monty Jordan to the Planning and Zoning Commission. Additionally, they appointed Lisa [Last Name not provided] to the Planning and Zoning Commission for a four-year term. A discussion also occurred regarding potential future development and annexation east of Rala, requiring sewer service expansion.
Managed Deer Hunt Program Approved as Permanent Initiative
The council approved the continuation of a managed deer hunt program, making it a permanent program rather than an annual authorization. The program aims to reduce vehicular deer collisions, disease spread (like Chronic Wasting Disease), and address lack of appropriate food for the deer population. In the pilot year (half season), five deer were harvested. In the second year (full season), 13 deer were harvested. Rules include harvesting a doe before a buck, mandatory registration with MDC and the city, wearing orange, no field dressing within 100 feet of trails/private property, no motorized vehicles for retrieval, and obtaining property owner permission for retrieval on private land. Hunters must be 16 to hunt without an adult. Tree stand rules are also in place. The program has seen positive feedback from hunters, and there is a plan to partner with the Dream Center for meat donation and processing next year.
