Police Department Reports Increased Mutual Aid Calls and Training Focus
The council received an update on the police department's activities, including a report on training hours and a significant increase in mutual aid calls. The department responded to 32 mutual aid incidents, extricated individuals from three accidents, and handled three structure fires. Hike-outs and water rescues were also noted, with one call lasting 11 hours. The department's performance is measured against ISO requirements for training hours.
City Council Approves Budget Adjustments Including Park Enhancements
The city council reviewed and approved three budget adjustments. Two of these adjustments were straightforward transfers between line items, reallocating $25,000 from dues and subscriptions to legal municipal duties. The third adjustment addressed a $400,000 expense for a splash pad and playground equipment at the baseball complex, with $150,000 coming from a grant, $100,000 from a partner (Powanas), and the remaining cost to be covered by the city. The council bundled these adjustments for approval.
City Approves Easement Modification for Maple Church Apartments
The council considered Resolution 1352 regarding an easement modification for the Maple Church Apartments property. A city utility line was discovered to run through one of the buildings, necessitating an adjustment to the original easement script due to a scrivener's error. The resolution authorizes the mayor to execute this modification, ensuring the city's access to maintain its utilities without impeding other services.
April Sales Tax Revenue Declines Amidst Rising Gas Prices
The city's sales tax revenue for April showed a decrease compared to the previous year and the budget, attributed to rising gas prices impacting consumer spending on other goods. The council anticipates this trend to continue for the next few months. They discussed the cyclical nature of sales tax revenue and the potential long-term impact on the budget if decreases persist, especially concerning the public safety tax which is based on budgeted revenues.
City Approves Easement Modification, Advances Tax Ordinances, and Vacates Alley
The council approved a resolution authorizing the mayor to execute an easement modification for the Maple Church Apartments property to accommodate a city utility line. This ensures continued access for maintenance. Additionally, Ordinance 1551, concerning the vacation of an alley right-of-way in Highland Park, and Ordinance 1552 and 1553, related to a special election and the levy of a 0.25% sales tax for public safety and general services, were introduced and moved to first readings.
