Board Approves Multifamily Rezoning on Hartley Road Despite Some Opposition
The Board of Aldermen considered a rezoning request for a 1.85-acre property located at the southeast corner of Hartley Road and 14th Street. The property is currently zoned R1C (single-family residential) and the applicant requested to rezone it to R3 (medium-density multifamily) with a conditional use overlay. The comprehensive plan recommends R3 multifamily zoning for this area. The developer proposed 20 dwelling units, which is less than the R3 allowance of approximately 32 units. The conditional overlay includes restrictions on building height (two stories), materials (masonry products only, no vinyl siding), and a commitment to submit a minor subdivision to combine the four existing lots into one parcel. There was one objection from a resident during the public hearing. The board ultimately approved the rezoning with a vote of 4-2.
Updates on Sertoma Duck Race, Caboose Relocation, and Lifeguard Training Simulation
Director Hayden provided an update on several park and recreation activities. The Sertoma Duck Race is scheduled for Thursday, Friday, and Saturday night at Finley River Park, featuring a carnival and a balloon glow. The iconic caboose from Finley River Park will be moved to the Chadwick Flyer trail head at the OC, well outside the floodway and flood plain, due to frequent flooding damage. Additionally, a comprehensive lifeguard training simulation was conducted, involving multiple emergency services, to prepare lifeguards for various scenarios, including a pronounced death, ensuring readiness for real-life emergencies.
Ozark Chamber of Commerce Updates on 'Shop Ozark,' 'Ozark Leads,' and Community Events
Chris Russell, President and CEO of the Ozark Chamber of Commerce, provided an update on various chamber initiatives. He highlighted the 'Shop Ozark' initiative and the relaunch of the 'Ozark Leads' program, a nine-month leadership development program starting in September. He also mentioned upcoming chamber events including a chamber luncheon with city updates, First Friday coffee at Vision Clinic, the Sisterhood Success event on July 17th, the annual golf tournament on October 19th, and plans for the 'Star, Stripes, and Christmas Lights' Christmas theme event on November 21st. Russell affirmed the Chamber's support for the parks initiative, emphasizing its alignment with growth and economic vitality, and their role as a partner in fostering community assets.
Discussion on Speed Limits on South Street and Jackson Street Continues, MDOT Jurisdiction Confirmed
During the meeting, the Board of Aldermen held discussions regarding traffic speed limits on South Street and Jackson Street. A resident, Paul White, expressed concerns about the differing speed limits (45 mph on South Street, 35 mph on Jackson Street) and inquired about raising the limit on Jackson Street to 45 mph or balancing both at 40 mph. He mentioned speaking with MDOT, who indicated a study supported raising the speed limit on Jackson Street. The city attorney stated that MDOT controls the speed limits on these roadways. The Police Chief confirmed MDOT's jurisdiction and stated that MDOT may seek input from local officials. Aldermen discussed the process for requesting speed limit changes from MDOT, noting that MDOT uses factors like traffic congestion and accident data. One alderman shared information from an MDOT representative suggesting the difference in speed limits is due to school traffic and congestion levels on Jackson Street. Another alderman noted the importance of considering pedestrian traffic and school proximity.
Rezoning Proposal for Finley River Park Property Held for Future Discussion
The Board of Aldermen discussed Bill 3758, which proposed rezoning a property at Finley River Park. The property is currently zoned with county rural residential and agriculture districts, while the adjacent park is zoned R1C. The proposed rezoning to R1C was intended to align with the park's zoning. The property is located in a floodway and 100-year flood plain, limiting its use to passive recreation such as soccer fields, as it cannot be developed for housing. The Planning and Zoning Commission recommended approval. However, the board ultimately held the bill over for a future meeting, with discussions noting the flood plain limitations and the existing use as soccer fields.
