Morris Park Trail Crossing Damaged by Flood; Multiple Repair Options Considered
An update was provided on the damage to the Hatchery Branch Pedestrian Crossing in Morris Park due to flooding on June 8th. The existing crossing was washed out, and reconnection of the trail is needed. Options evaluated include installing a 50-foot pedestrian bridge owned by the city (estimated cost $632,000 due to permits and regulations), installing pre-cast box culverts (estimated cost $370,000), or diverting the trails to connect with Lampo walking trails. The latter is considered the most cost-effective option, avoiding future damage. Further cost analysis for alternative crossings, including 'whistles' (culverts) and the trail diversion, will be conducted.
Police Chief Reports on Storm Response and Life-Saving Intervention
Police Chief Russell provided an update on the police department's operations, highlighting their response to various incidents during a recent storm. These included responding to vehicle theft attempts, a DWI arrest, directing traffic during power outages, a domestic disturbance where officers were assaulted, and a successful CPR intervention on an unresponsive infant. Officer Zachary Graham was commended for his life-saving actions and will be nominated for a citation.
Council Approves Bid Tabulation and Golf Cart Purchase
The council discussed and approved a bid tabulation for an unspecified project, allowing staff more time to study the bids and make a recommendation. Additionally, the council approved the purchase of 10 electric lithium golf carts from Clear Creek Golf Car for $53,700, with a trade-in value of $21,000 for 10 gas golf carts. The purchase is part of a larger plan to transition to electric carts once infrastructure is in place.
Celebrate Neosho Event Details Announced, Including New Activities and Vendors
The 'Celebrate Neosho' event is scheduled for Saturday, June 27th, starting at 4 p.m. on the town square. Activities will include bounce houses, a sandbox, cornhole, face painting, a peanut butter drive for Bright Futures, an Explorer truck, pony rides, bungee jump, giant swing, a watermelon seed spitting contest, balanced bike race, dog contest, and kitty tractor pool. Three entertainment acts and nine food vendors will be present. The square will close at noon, with cars cleared by 2 p.m. Fireworks will begin at 9:30 p.m. Seeded watermelons have been secured from Family Market.
Rezoning Approved for Washington Avenue Property; Baxter Edition Final Plat Accepted
During the new business session, the council considered and approved Bill Number 2026-37, which rezones a property located at Washington Avenue and Main Street from R2 (Second Dwelling House District) to R3 (Apartment House District). This rezoning allows for a planned three-story development. Staff recommended approval, noting the area's existing R2 zoning and manufacturing across the street. Separately, Bill Number 2026-38, concerning the final plat of the Baxter Edition, was also approved.
