City Approves Sale of Land for TNK Reynolds LLC Parking Expansion
The City Commission considered a request from TNK Reynolds LLC, represented by Larry Seward, to purchase a portion of city-owned property located between North Locust and North Elm streets, east of Fun Zone Depot. The proposed use for the approximately 0.25-acre parcel is for additional employee parking to support the business's expansion, driven by manufacturing growth and new jobs. An appraisal was completed, and TNK Reynolds offered $17,000 for the property. The applicant presented a vision for renovating existing buildings and developing the city-owned parcel into a paved parking lot, which they believe will be a significant improvement and support revitalization efforts along Elm Street. The request for authority to sell the property was approved.
City Approves FAA Grant and Contracts for Airport Runway Rehabilitation
The City Commission considered and approved three items related to the Atkinson Municipal Airport rehabilitation project. Item A involved approving an FAA grant application for $655,500 to cover 95% of costs for runway rehabilitation, including construction, engineering, and administrative expenses. Item B approved the construction contract for the rehabilitation of runway 17-35 and its turnaround to American Road Maintenance for $498,486.20, which was significantly below the engineer's estimate. Item C approved an amendment to the consulting services agreement with Olson Inc. to include construction phase and closeout services for the project. These approvals are pending FAA concurrence and successful receipt of grant funding. The project aims to address serious degradation of the primary runway.
City Commission Amends Minutes to Clarify Bank Fraud Recovery Details
The City Commission addressed the aftermath of a bank fraud incident by discussing and approving amended minutes for the June 9th, 2026 city commission meeting. The discussion clarified the total amount stolen, recovered, and the methods of recovery, including freezing accounts and an insurance policy claim. The initial minutes had stated that all funds were recovered, which was inaccurate. The clarified minutes reflect that approximately 98% of the funds were recouped, with a total loss of $1,760,000 initially. Through staff efforts, insurance claims, and freezing accounts, $1,495,986.07 was recovered. The insurance policy covered a $250,000 gap after a $50,000 deductible was applied, and a subsequent recovery of $1,333,784.31 led to a revised reimbursable loss of $214,504. The final insurance payout resulted in a refund of $35,495.81 to the city, with the net deductible effectively being $35,495.81. The amended minutes also corrected two other typos in ordinance numbers.
Emory Sapp and Sons Awarded Bid for US 69 Mill and Overlay Project
The City Commission approved a motion to award the bid for the US 69 C-CLIP City Connecting Link Improvement Program Mill and Overlay Project to Emory Sapp and Sons of Joplin, Missouri. The project involves milling and overlaying US 69 from 4th Street to 20th Street within the city limits, as well as north of Atkinson up to the city limits. KDOT is contributing approximately $400,000 towards the project, with the total bid amount from Emory Sapp and Sons being $490,777.88. This represents a minimal difference between the city's portion and the KDOT contribution. The company previously completed similar work for the city last year with satisfactory results. The anticipated start date for the project is September, contingent on project scheduling.
