Joplin Fire Department Seeks Federal Grant to Hire Six New Firefighters
The Joplin Fire Department is seeking support to apply for a Staffing for Adequate Fire and Emergency Response (SAFER) grant to hire six new firefighter positions approved by voters via Proposition Police and Fire. The grant would cover 75% of salary and benefits for the first two years and 35% in the third year, after which the city would be fully responsible for the costs. This would allow the department to hire firefighters earlier than planned and collect tax revenue over the next few years to cover the ongoing costs. The resolution is recommended for approval.
City Adopts Revised Ordinances on Public Peace and Harassment
Council approved the second and third reading of an ordinance (2026-007) repealing and replacing Chapter 82, Article 3, Division 1 of the Joplin City Code, specifically concerning offenses against public peace, harassment, and establishing an effective time. The ordinance revises regulations related to public peace and harassment. The vote was eight in favor and one opposed, passing the ordinance.
City Approves Sewer Extension Project for 32nd Street and Quayle Avenue Area
Council approved the first reading of an ordinance authorizing an agreement with Signature Dirt Works LLC for the 32nd Street and Quayle Avenue sewer extension project. The project aims to extend the sewer system to the south side of 32nd Street, serving a valley area of 5.8 square miles and opening up more area for annexation into the city. The design was completed by Alger Martin Associates. Signature Dirt Works was selected based on their past performance. The project is budgeted, and funds from sewer extension budgets will be used. The amount of the agreement is $141,335.65.
City Provides Comprehensive Update on Grant-Funded Projects, Highlighting Progress and Deadlines
The city provided an update on its grant projects, noting that over $97 million in projects are being completed with nearly $58 million in grant awards, requiring a $34 million city match. The direct ARPA award was approximately $13.78 million, with $13.05 million spent and claimed, leaving $724,630 remaining. Of this, $500,000 is for the Aloe Broadband project, expected to finish within a month, and $224,630 for a Community Revitalization Grant, with approximately $450,000 remaining in the state share, anticipated to be spent by the end of July. Several projects are underway, including a HUD grant for Main Street streetscape (deadline August 2030), a state ARPA Stormwater Infrastructure Grant with East Town and Tinpin Lane ongoing (deadline August 31st), a county ARPA grant for 20th Street ($4 million, completion September), and a governor's grant for Zora (Phase 2 underway). The Community Revitalization Grant has supported 116 homes with down payment assistance, 87 with home repairs, and 53 demolitions. REO grant has one year left (next May). AOPP grant is nearly complete (late summer). Broadband project has $500,000 remaining. Tin Cup Trail has drawn all money but is not complete. Grand Falls Trail (MODOT TAP grant) to be bid in June, trail complete by winter. Far Hill Park has until October 2027. Trail Amenities Grant is out to bid. Lead Hazard grant has until June 2029. Completed projects include Justice Center, drinking water, wastewater, fire/EMS equipment, police officer grant, local tourism (Momentum), cybersecurity grant, air traffic control tower, TechSoup E, and MSSU Innovations Center. The city is awaiting confirmation on a pending grant for a trail from Dover Park to Landreth Park. The city was not awarded the PWEAA and SWIFFE grants.
New Lease Agreement Approved for Joe Becker Stadium and Gene Bassman Softball Complex
Council approved the first reading of a lease agreement with Heart of America Tournaments LLC for Joe Becker Baseball Stadium, the clubhouse, and the Gene Bassman softball complex. The current lease with Parkwood Tournaments ends November 30, 2026. Heart of America Tournaments, owned by John Hartley with partnerships including the Joplin Jailbirds and B-Wright Sports, submitted the sole proposal. The lease term is from January 1, 2027, to December 31, 2029. The Bassman complex use is limited to Fridays through Sundays, with the city retaining Monday-Thursday for its programming. The tenant will use the premises for baseball/softball events, practice, promotions, and sales. Lease payments increase annually: $55,000 in 2027, $56,375 in 2028, and $57,750 in 2029. Additionally, the tenant will pay an annual utility charge up to $25,000, with any excess being reimbursed by the tenant. A key change from the previous lease is that the City Parks and Recreation Department will handle maintenance of the ball fields, stadium cleaning, and bathrooms, with a site supervisor present during games. The tenant is responsible for concession sales. Alcohol sales may occur depending on the events and the tenant's liquor license.
