The City Council postponed a public hearing and consideration of an ordinance requesting a general plan and zoning map amendment from AG (Agriculture) to C1 (General Commercial) with a conditional use permit for a contractor office/facility with outside storage, including vehicles. Boutique Shipping Container Hotel Approved with Conditions

The City Council approved a Conditional Use Permit (CUP) for a 14-room boutique hotel constructed from shipping containers at 117 College Avenue. This project, a phase two development by the applicant who previously renovated the Cotton Bratton building, will feature enhanced courtyard space, an 8x20 pool, and structures painted to match the existing aesthetic. Conditions for approval include maintaining landscape screening along the southern, eastern, and western elevations, painting the structures to comply with zoning, prohibiting exterior murals and artwork, and a 180-day operational limit before removal is required. The exterior finish will include an EIFS (Exterior Insulation Finishing System) or similar to screen the shipping containers, with consideration for a living wall.

Parker County Historical Commission Receives Awards and Plans Events

Terry Hubbard, President of the Parker County Historical Commission, expressed gratitude for the city's support, particularly a recently awarded facade grant. She highlighted the commission's recent achievements, including receiving the Distinguished Service Award from the Texas Historical Commission for the sixth time (five consecutively) and being recognized by Judge Dean and county commissioners. The commission has 29 members with two applicants pending and hosted a successful CHC regional conference with representatives from nine counties. They are planning another conference for October 30th and have initiated a lecture series, including a downtown history tour.

Properties on South Tower Street Rezoned to Residential

The City Council approved zoning map amendments for two properties located at 202 South Tower Street and 114 South Tower Street. Both properties were rezoned from C1 (general commercial) to R1 (one-family residential). This change aligns the zoning with the existing use of single-family residences and the general plan's call for suburban living (for 202 South Tower) or aims to make the zoning consistent with the general plan's proposed suburban living designation (for 114 South Tower), as the owner intends to sell the properties. Planning and Zoning Commission recommended approval with a 6-0 vote for both properties.

Parker County Judge Reappointed to Regional Transportation Council

The City Council passed Resolution R2026-13, supporting the appointment of the Parker County Judge as the primary representative for the Parker-Wise County cluster on the Regional Transportation Council (RTC) of the North Central Texas Council of Governments (NCTCOG). The resolution also established the Wise County Judge as the alternate representative. This decision reaffirms Judge Dean's role, acknowledging his strong attendance record (19 out of 23 meetings) and established relationships that aid in advancing transportation projects. The resolution addresses the shared seat between Parker and Wise counties, with a proposed rotation of 70% for Parker County and 30% for Wise County over a 10-year period. The council was encouraged to consider regular monthly updates from the primary representative to clustered members.
