City Council Considers Zoning Changes for Mobile Food Units Amidst State Preemption
City staff presented a proposal to regulate mobile food units (MFUs) in response to new state legislation (HB 2844) that preempts local permitting and inspection authority for health and safety. The city can still regulate MFUs through zoning, location restrictions, and fire code compliance. The council discussed various aspects, including the definition of MFUs (now including ice cream trucks), the potential for Tarrant County to contract with the state for inspections, and the city's ability to enforce fire codes. Staff proposed allowing MFUs by right in certain commercial and industrial zones, requiring a Special Use Permit (SUP) in community facilities and residential zones, and regulating their presence in the Saginaw Boulevard Overlay District on a case-by-case basis with event permits. The city also proposed a $200 annual membership fee for the Saginaw Switchyard, with discounted event fees for members, and a $25 monthly fee for non-members using the Switchyard.
Ice and Water Kiosk Approved with Conditions for Saginaw Boulevard Location
The City Council considered a Specific Use Permit (SUP) for an ice and water vending kiosk at 345 North Saginaw Boulevard. The applicant, Jennifer and Scott Craver, presented the 'ice house' model and discussed its low-impact nature, minimal traffic generation, and essential service provision. While the Planning and Zoning Commission recommended approval, some council members expressed concerns about the appropriateness of the use within the Saginaw Boulevard overlay district, citing a desire for higher-end retail and sit-down restaurants. The council ultimately approved the SUP with stipulations, including a requirement for the adjacent suite to be a sit-down restaurant and the limitation of outdoor space to a covered patio.
City Council Approves Board and Committee Appointments
The City Council reviewed and approved nominations and reappointments for various city boards and committees. The Mayor Pro Tem presented the recommended candidates for the Animal Shelter, Board of Adjustments, Planning and Zoning/Capital Improvement Advisory Committee, Keep Saginaw Beautiful, Library Committee, Parks Committee, and Traffic Advisory Committee. All recommended appointments were approved in a single motion.
City Council Reviews 2026-27 Preliminary Budget Across Multiple Funds
