City of Hearst Proclaims July as Parks and Recreation Month, Unveils Community Event Calendar
The City of Hearst recognized July as Parks and Recreation Month with a proclamation from Mayor Henry Wilson, highlighting the integral role of parks and recreation in promoting health, wellness, social equity, economic prosperity, and environmental well-being. The Parks and Recreation Department, led by Lauren Snyder (Manager of the Senior Activity Center), Paul Konka (Parks Department), and Amy Oden (Recreation Department), presented a calendar of events for July, including Stars and Stripes on July 3rd, Frozen Friday on July 10th, a teen night with a game truck on July 23rd, play-safe drowning prevention on July 27th, and a helicopter craft event on July 29th. The department emphasized its commitment to providing safe, fun programs for all ages and fostering community connections.
Hearst Council Approves First Reading to Resize Library and Cultural Enrichment Advisory Board
The City Council considered Ordinance 2628 for the first reading, which amends the Hearst Code of Ordinances, Chapter 11, Article 2, concerning the Hearst Library and Cultural Enrichment Advisory Board. City Secretary Lola explained that the ordinance aims to resize the board back to seven members, from the previous nine, following restructuring in 2024 that increased membership. The ordinance also reverts the quorum requirement back to a majority. The council approved the ordinance on its first reading.
Hearst Council Adopts Redevelopment Plan for Highway 10 Corridor, Addressing Safety and Economic Development
The council considered Resolution 1918, accepting the findings and recommendations of the State Highway 10 Hearst Boulevard Corridor Redevelopment Plan study. Travis Liska from the North Central Texas Council of Governments (NCTCOG) presented the study, which aimed to enhance the experience of all users along the corridor from 820 to Bell Flight Boulevard by improving transportation options, land use, safety, and economic prosperity. Key recommendations include filling sidewalk gaps, improving lighting and crosswalks, exploring brownfield remediation, advancing zoning changes for redevelopment, creating a marketing campaign, and establishing a sense of place through branding and gateway signs. The study identified catalyst areas for development, with a recommendation to begin design engineering funding for the Western Catalyst area, focusing on pedestrian, bike, and trail connections. A resident expressed strong concerns about safety, citing numerous accidents on Highway 10 and questioning the addition of sidewalks on a high-traffic highway. Council and staff acknowledged safety as a top concern and emphasized that the plan prioritizes safe design and traffic management. The resolution was adopted, and NCTCOG plans to seek funding for the engineering study.
City Ratifies Emergency $250,000 Water Main Repair Contract
The council ratified the city manager's authorization for emergency water main repairs at 2011 Brown Trail. Assistant City Manager Clayton Fulton explained that public works crews discovered a leak in an old, six-inch cast iron water main that runs under a creek. Due to the complexity and the need for specialized expertise and equipment, a contractor, SYB Construction Company, Inc., was authorized for the repairs. The emergency purchase was ratified because it exceeded the city manager's threshold, with a not-to-exceed amount of $250,000.
