Southlake Council Reviews Master Development Agreement with Trademark Retail Holdings, Expresses Concerns on PID

The council reviewed a Master Development Agreement (MDA) with Trademark Retail Holdings LLC for the development at 1900 North Whitechapel Boulevard. This MDA establishes a framework for potential incentives, including TERS, PID, and Chapter 380 grant reimbursements, cumulatively capped at $18.8 million. It defines city and developer responsibilities, outlines development standards (capital investment, taxable value, job placement), and includes provisions for public improvements like water/sewer lines and road construction. Crucially, the MDA does not obligate the city to create a PID or TERS, nor does it approve future Chapter 380 reimbursements or issue debt; each mechanism requires separate council approval. Council members expressed concerns, particularly regarding the residential PID, with some indicating they would not favor it and suggested exploring alternative options.

Southlake Approves Zoning Change and Site Plan for 8850 Davis Boulevard

The council considered a zoning change and concept plan for 8850 Davis Boulevard. The applicant requested to change the zoning from SF1A (Single-Family Residential) to RPUD (Residential Planned Unit Development) with a development plan. The property is described as lot one, block one, by faith addition. Director Killow noted that the applicant updated their zoning requests to include additional O1 uses and C2 uses related to health services, with no site changes proposed, only a zoning text amendment. The Planning and Zoning Commission recommended approval, and the applicant agreed to the first reading conditions. The council discussed the implications of the proposed uses and the zoning change, ultimately approving the ordinance on second reading.

Southlake Council Tables Rezoning for 1360 North Carol Avenue Amid Traffic and Drainage Concerns

The council considered the second reading of an ordinance for a zoning change and development plan for 1360 North Carol Avenue (ZA26-0027). The property, described as track 4A, A Chivers Survey, Abstract 299, is currently agriculturally zoned and adjacent to Johnson Elementary School. The proposal involved changing the zoning to RPUD (Residential Planned Unit District) for a three-lot subdivision. Council members expressed significant concerns regarding increased traffic in the school zone, floodplain and drainage issues, and the loss of rural character. Several residents spoke in opposition, citing safety concerns for students and inadequate drainage. While the applicant proposed revisions including setbacks and a slip driveway, a majority of the council remained concerned about the density and traffic impact. The applicant requested to table the item to August 4th to further discuss options, particularly regarding a two-lot development, which was ultimately approved.

Southlake Moves Forward with Rezoning of Former School Property for Residential Development

The council considered a first reading of an ordinance amending the City of Southlake Consolidated Future Land Use Plan and a zoning change and concept plan for 3095 Johnson Road. The proposal involves rezoning approximately four acres of the Florence Elementary School's excess property from Community Service (CS) to SF1A (Single-Family Residential) and changing the land use designation from public/semi-public to low-density residential. The plan proposes four single-family lots, two fronting Johnson Road (one acre each) and two fronting Harold Drive (under 55,000 sq ft each). Concerns were raised by residents regarding drainage, with the applicant providing more detailed information on managing runoff into the existing storm drain system. Planning and Zoning Commission recommended approval, subject to staff reports and a comprehensive drainage study. The council approved both items on first reading.
