Economic Development Agreement Amended for My Stomping Grounds Property Transfer
The council approved the Fifth Amendment to the economic development agreement with FMJM LLC for the My Stomping Grounds development. This amendment concerns the addition of approximately half an acre of city-owned property on the east side of the development, which was previously approved for the construction of additional parking. The Fifth Amendment primarily extends the deadline for transferring the property to the developer, specifically the date to obtain the final survey to July 31st and the closing date to December 18th, 2026. These extensions are due to delays beyond the developer's control in the survey and replatting process. The amendment does not alter other terms of the original agreement. [cite: 332-381]
Swan Street Property Rezoned from Commercial to Single Family Residential
The council approved the first reading of Ordinance Number 2026-012-15 (Z-003-15) to rezone a property at 3304 Swan Street from C-1 to Single Family 2. The property, originally a residence, was previously used for commercial purposes and is now returning to residential use. This change complies with the current zoning and land use in the area. The Planning and Zoning Commission approved the request unanimously. The applicant, represented by Brenda Hixson, stated the house, built in the 1950s, has maintained its residential characteristics and is suitable for younger professionals and those looking to downsize. The property has been unused for over 10 years and rezoning will allow it to be brought up to code, increasing its value and contributing to the tax base. The motion to approve passed unanimously. City to Apply for Texas Water Development Board Grant for Water Line Replacements
The council adopted Resolution Number 2026-014-03, authorizing a financial assistance application to the Texas Water Development Board for water system improvements related to the Lead and Copper Rule. The city has spent approximately $570,000 on identifying public water mains and service lines and anticipates spending an additional $180,000 for replacements. To date, no lead lines have been found, but galvanized lines will need replacement. The estimated cost for this phase of the program is $750,000. The grant application seeks 51% loan forgiveness and a 0% interest rate on the remaining 49%. The deadline for submission is July 10th, with grant decision expected in August or September. Council Member Don Cooper expressed appreciation for the Director of Public Works' grant-writing efforts and shared a positive anecdote about an employee. [cite: 223-319]
Haltom City Fire Department Reports Second Quarter Statistics
Chief Brian Jacobs presented the second quarter statistics for the Haltom City Fire Department. The department responded to a total of 1,246 calls for service, including 47 fires, 82 hazardous conditions, 793 EMS and rescue calls, 156 public service calls, and 168 'no emergency' calls. The average response time for fires was 5:18, which is slightly higher than previous years, attributed to increased traffic and congestion in District 3. Ambulance calls for service totaled 1,083, with 961 consumed unit hours. Ambulance response times were 5 minutes and 54 seconds for emergency calls and 6 minutes and 54 seconds for non-emergency calls, an improvement due to ambulances being housed in fire stations. The department is monitoring ambulance unit hours, anticipating an increase in the summer. [cite: 44-117]
