Published: Jun 15, 2026
City Council Honors High School Bass Fishing Team and Student Leaders
The city council recognized the Tedville High School bass fishing team for their achievements, including finishing in the top 25 in the state and being the first team from the school to advance to sectionals and state. Mayor Bruce Barry proclaimed June 26th as THS Bass Fishing Team Day. The council also honored four students for leadership: Jameson Zitler (North Elementary), Quinn Hancock (Memorial Elementary), Nola Burgess (Junior High), and Matteline Lamb (High School). June 15, 2026, was proclaimed IPA Student Leadership Award Day.
City Council Approves Various Purchases and Budget for Fiscal Year
The city council approved several procurement items. This included a motion to approve the purchase of tires for engine 2 and squad 1 from Neil Tires for $5,433.85 [cite: 267-268]. They also approved the purchase of ammunition from Kaiser's Police Supply [cite: 286-288] and tactical training for two police officers at a cost of $1,600 [cite: 301-303]. The Finance Committee recommended retaining Seekage for the fiscal year 25-26 audit, with a 6-1 vote [cite: 316-318, 328]. The council also approved the fiscal year 2026-2027 budget in the amount of $64,428,670.90 [cite: 331-333]. Water department purchases included service line materials from Midwest Meter for $31,687.10 [cite: 346-347], an HMI from Chart Industries [cite: 361-362], and a well pump number two rebuild from Brock Key not to exceed $34,000, waiving statutory bidding requirements [cite: 374-376].
Resident Raises Audit Concerns; Council Approves Budget, Indemnification, and Procedural Matters
During the public comment period, a resident expressed concerns regarding serious material deficiencies in recent public audits and the reappointment of the same firm for another audit. The resident questioned the lack of a comprehensive response to taxpayer questions and the risk of repeating accounting and oversight failures. Concerns were also raised about the balancing of the Business Development District fund and significant overexpenditures during Steve Craig's tenure as BDD chairman. The resident urged the council to address audit findings openly, engage with citizens, and ensure fiscal responsibility ahead of the upcoming elections [cite: 575-608]. The council also approved several procedural items, including minutes from various committee meetings [cite: 41-53], an amendment to the city code regarding sign permit fees [cite: 185-187], and a resolution providing indemnity for directors and employees of the Taylorville Public Library [cite: 200-202]. A motion was passed to prepare the appropriations ordinance for fiscal year 2026-2027 and set a public hearing for July 6th, 2026, with the document available by June 17th, 2026 [cite: 216-223]. The council also approved payment of bills [cite: 546-547] and accepted the Treasurer's report [cite: 533-535].
City Attorney Provides Updates on Ordinances, Airport, and Roadway Project
The City Attorney provided updates on several matters. The Best Ordinance Regulations adoption is proceeding, with NFBA 855 code books ordered and expected within days; they will be available for public inspection for 15 days before adoption on July 20th. [cite: 413-429]. The city is preparing for variance and special use public hearings for the Lamar Advertising project, also suggested for July 20th [cite: 430-439]. The Templeton Airport agreement is on hold pending the Airport Layout Plan modification [cite: 440-448]. A significant update concerns the brick roadway project, held up since last October due to IEPA concerns about adverse effects on a historical district. To avoid further delays until October, the city is recommended to sign a Memorandum of Understanding (MOU) with the Illinois Department of Natural Resources (IDNR), which would allow the project to proceed without waiting for the review process. The MOU addresses potential discoveries of human remains or other historic properties during excavation. Mayor Bruce Barry will sign the MOU on behalf of the city, with council ratification at the next meeting [cite: 450-506].
