City Council to Hold Public Hearing on Midtown TIF District Boundary Amendment
The council discussed and is set to schedule a public hearing for a proposed amendment to the Midtown TIF district boundary. The amendment aims to include blighted areas to allow for future tax increment financing to reinvest in the area. This involves extending the existing TIF district, which has been in place for approximately 23 years and previously extended for 12 years. The purpose of TIF is to capture future property tax revenue from new development or re-assessment to fund improvements within the district, without affecting current tax distributions to other bodies. Funds can be used for infrastructure, new construction, or improvements to existing buildings. The specific proposal is to add areas that are currently blighted, and a public hearing is scheduled for September 1st, 2026, at 6 PM. The city is also considering incentives for properties within the TIF, such as facade repairs, structural repairs, and bathroom improvements, with specific funding limits and percentages of project costs covered. It was noted that approximately $11.4 million has been reinvested in the downtown area since 2004, largely due to the TIF establishment, which has facilitated private investment. The council recommended adopting a resolution to set the public hearing for the proposed amendment. The state DCO is notified of boundary amendments, and it was mentioned that the school district had also requested to be added to the TIF area.
RK Holdings LLP to Receive $3 Million in DOT Funding for Road Extension Project
The council adopted a resolution approving a participation agreement with RK Holdings LLP for economic development funding through the Department of Transportation's opportunity funding. The funding amount is $3 million, and the Mayor is authorized to sign the agreement. This funding is for the extension of Sort, from Broadway to Dwit. The grant from the Illinois Department of Transportation will cover a portion of the costs, with the city providing the remainder.

Commissioner Cox mentioned Officer Spurgeon's excellence and thanked the police department for their work. Commissioner Butler welcomed Alex back and thanked staff for storm response. Commissioner Cox also mentioned the Hall of Fame's quick work on a busy road, calling it fast and well-done. Mayor Hall abstained from a vote due to a potential conflict of interest. The council concluded with a motion to adjourn.
