Danville City Council Approves Zoning Amendments and Solar Ordinance Changes
The council considered a zoning petition, Ordinance 314, which amended the zoning ordinance and accompanying map. The motion to approve was moved, seconded, and passed with all 13 aldermen voting 'yes'. Subsequently, the council considered a special use permit, number 273, amending the zoning ordinance. This also passed with all 13 aldermen voting 'yes'. Additionally, the council discussed an ordinance amending the Danville City Code, Chapter 155, concerning solar ordinances. The amendment aims to define accessory solar sites and defer them to the table of uses in the zoning code, rather than applying restrictive setbacks and bulk requirements. This change is intended to make it easier for industries to install solar panel arrays for on-site power usage. The discussion clarified that this amendment allows industrial facilities to proceed with such projects and does not prevent them from selling surplus energy back to the grid. It was confirmed that existing special use permits and restrictions near residential areas would still apply.
Danville City Council Reviews Crime Stoppers Program, Explores Emergency Alert System
The Danville City Council discussed the functionality and effectiveness of the Vermilion County Crime Stoppers program. Chris Clapp, President of the Vermilion County Crime Stoppers Association, presented information on the program's operational procedures, including call handling by an external company in Dallas, Texas, after scrubbing in Canada, and the payout process for tips that lead to arrests and convictions. The council was informed about the program's budget, which relies on grants and a city contribution of $10,000 annually. It was noted that payouts have been slow, with none in 2025 and only one in 2024. The board recently increased the payout for murder tips to $2,500. Chief Yates of the Danville Police Department acknowledged that the police department needs to improve its support and collaboration with Crime Stoppers, including updating their website and highlighting the program more in press releases. A discussion also occurred regarding the payout criteria for murder tips, clarifying that it must lead to a conviction and is handled on a case-by-case basis. The council also inquired about the process for residents to subscribe to city text alerts for important notifications, particularly during emergencies, and expressed concerns about the intuitiveness of the current sign-up process on the city's website.
City Council Addresses Cannabis Advertising Enforcement and City Hall Building Conditions
During the council meeting, Alderman Arns inquired about the city's enforcement of state laws regarding cannabis advertising, specifically in public parks and within 1000 feet of them. City Attorney Leon Parker explained that the state statute prohibits advertising or promoting cannabis or cannabis-infused products in these areas. He clarified that using the word 'cannabis' in advertising, even for a licensed dispensary like Seven Point, would be considered a violation. Parker stated that the city must comply with state law and would address violations if reported, potentially forwarding information to the Attorney General's office. Alderman Arns also questioned the city's responsibility in enforcing these laws and asked about potential repercussions for non-compliance. In a separate matter, Alderman Arns requested an update on plans for the City Hall building, specifically regarding ongoing water damage and potential relocation. He asked for architectural or engineering evaluations and details on measures taken to prevent water penetration, expressing a desire to see the building reutilized rather than demolished.
