South Street Project Facing Delays Due to Railroad Negotiations
A question was raised about the South Street project from Sagamore Parkway to the Post Office. The Director indicated that the project is still being worked on, but the primary obstacle is the railroad, which has a complex set of procedures and agreements. The team is still working through these, and while the goal was to complete the project this summer before students return, there is uncertainty due to the railroad's requirements. Phasing the project is a possibility, but the exact plan is still undetermined. The railroad remains a significant hold-up.
Lafayette Redevelopment Commission Approves Claims of Over $817,000
The Commission reviewed and approved the month's claims totaling $817,017.72 for June 25th, 2026. This included a motion and second for approval, with all in favor.
Lafayette Redevelopment Commission Amends Economic Development Plan for Theater and Townhome Projects
The City of Lafayette Redevelopment Commission is considering amending the economic development plan for the Consolidated Creasy Central Economic Development Area to include new projects. This amendment is necessary to support the Lafayette Theater project and a townhome project with Tax Increment Financing (TIF) revenues. The process involves multiple resolutions, including a declaratory resolution to amend the plan, a reimbursement resolution to allow for spending on the theater project before bond issuance, and a resolution for lease financing structure through the Redevelopment Authority. The townhome project involves developers John Carone and Greg Malakis at the corner of Wall and 4th Street, and is planned as six condominiums. The apartment building project next to Imagination Station (approximately 50 units) is currently on hold. The commission approved the declaratory resolution (LRC 2026-11) and the reimbursement resolution (LRC 2026-12).
TechSpan Concrete Structures LLC Receives Tax Abatement for New Facility and Job Creation
The Commission is considering Resolution LRC 2026-14, which recommends the designation of an economic revitalization area and approval of a deduction for tax abatement for TechSpan Concrete Structures LLC. This local company plans to invest $2.6 million in a new facility, which will be leased by Road Safety Services. Road Safety Services intends to create a minimum of 30 jobs with an average wage of $34 per hour. The proposed site is off Wabash Avenue, a former pre-cast bridge beam facility. The project involves constructing a build-to-suit building for Road Safety Services, a highway striping company that currently has no presence in Indiana but sees Lafayette as a strategic location for its Midwest operations. The Commission approved the resolution.
Caterpillar and GE Aviation Compliance Extensions Approved by Redevelopment Commission
The Lafayette Redevelopment Commission reviewed and approved tax abatement compliance extensions for two companies: Caterpillar and General Electric (GE Aviation). Caterpillar had two personal property abatements granted in 2018 and 2024, and has met and exceeded its pledges. GE Aviation had two personal property abatements granted in 2016 and 2024, and has also exceeded its pledges. The Commission approved the director's recommendation to find both companies in compliance.
