Lebanon, IN City Council Meeting 6/22/26

Rolling Meadows Park Maintenance and Future Uncertain Amidst Funding and Liability Concerns
The council discussed the Rolling Meadows Park, a small neighborhood park that was gifted to the city years ago. The park has fallen into disrepair, with broken equipment and no dedicated parking or accessible entrance, making it difficult to maintain and a potential liability. Residents have requested investment in the park, but the city has limited funds and struggles with vandalism at other parks. The council is considering options, including offering the park back to homeowners or vacating it, but residents have shown no interest in forming an HOA to manage it. The park is currently maintained with mowing and basic upkeep.
Lebanon Approves PILOT Agreement for Affordable Senior Housing Project
Council Ordinance 2026-22, concerning a Payment in Lieu of Tax (PILOT) agreement for the Jackson Square Limited Partnership's affordable senior housing project, was discussed. The project involves two buildings: one market-rate apartment building and one low-income senior housing apartment building. The PILOT agreement, functionally a tax abatement, is specifically for the senior housing component to make it more competitive for state housing tax credits and reduce operating expenses. The agreement includes an initial annual payment of $12,000, escalating at 3% annually for 15 years. The payments will be deposited into a new city affordable housing fund. A typo in the ordinance regarding the construction period payment ($6,000 vs. $12,000) was noted and will be corrected.
Parks Department Receives Additional $210,000 for Supplies Amid Budget Shortfalls
Resolution 2026-25 was approved, authorizing an additional appropriation of $210,000 for park supplies. The Parks Department head explained that budget cuts from 2024 and employee raises (ranging from $11,000 to $18,000 per employee, totaling approximately $250,000) have strained the current budget. Specific shortfalls include pool chemicals, sanitation, fuel, electricity, gas, water, facility repairs (due to a significant sewage repair), and equipment repairs. The department head noted that despite the need for additional funds, employee retention has improved due to the raises.
Shaker Square Rezoning for Townhome Development Moves Forward
The council reviewed Council Ordinance 2026-21, a rezoning request for approximately 4.69 acres at 2375 Shaker Lane from General Business to R6 Residential. The property was originally intended for future development as part of the 1998 Shaker Square master plan. The rezoning is necessary because current zoning does not permit multi-family residential uses by right. The proposed development is a townhome community, with access intended through Shaker Square. The Plan Commission recommended approval with a 7-0 vote.
Police Department Secures Additional $40,000 for Supplies from LIT Fund
Resolution 2026-27 was approved, authorizing an additional appropriation of $40,000 for police supplies from the LIT (Local Income Tax) fund. The department is in a deficit for this line item due to an annual $20,000 invoice from Sylvia CAC for testing and a $20,000 Lexipol policy contract, which exceed the budgeted amount. The additional funds are necessary to cover these existing obligations.
