Susquehanna Township Meeting 6-11-26

Susan Township Enters Intermunicipal Agreement for Street Sweeping Services
The board discussed an intermunicipal cooperation agreement with Paxang Bureau of Susan Township for street sweeping services. The agreement, effective June 1st, 2027, will automatically renew unless notice is given 30 days prior. The fixed daily cost for the service is $800. Commissioners inquired about the impact on township public works resources and the derivation of the $800 fee, which is based on FEMA rates for equipment and the loaded cost of employees.
Susan Union Green Phase 2G Stormwater Basin Construction Deferred to Phase 2H Due to Permitting Conflicts
The board considered an amendment to the existing financial security agreement for Susan Union Green, phase 2G, to allow the deferral of the construction of a stormwater management basin until phase 2H. This deferral is necessary due to MPDES permitting conflicts and to avoid delaying the construction of the OIP facility. The stormwater flow will be connected to the existing stormwater system. The amendment was reviewed by the solicitor and approved by the township engineer. The township is holding financial security on the basin.
Township Seeks PennDOT Grant for Traffic Signal Upgrades at Four Intersections
The board considered a retainer agreement with HRG for grant application services to fund signal improvements and replacements at four township intersections. The grant program is funded through PennDOT's automated red light enforcement arm, requiring no matching funds. The project request is anticipated to be $662,000. HRG's fee will not exceed $3,500. The improvements include full signal replacement at Front and Linglestown, conduit repair at Walnut and Progress, and wiring/cabinet replacement at other Walnut Street corridor locations. Commissioners raised concerns about existing signal timing issues and the lack of left-turn signals at specific intersections.
Susan Township to Seek Growing Greener Plus Grant for Stream Restoration Design and Permitting
The board reviewed a financial commitment letter for the Growing Greener Plus grant. Initially aiming for a $500,000 grant, discussions with the DEP suggest focusing on the planning, design, and permitting phase first due to the 5% match requirement and potential complexities of funding full construction. The township will apply for a $250,000 grant for design and permitting, with a 5% match of $12,500. Preliminary project ideas involve stream relocation and redirection along the Upper Silent Road section to protect infrastructure and trails.
Police Department Renovation Furniture Approved; $90,138 Initial Payment Ratified
The board approved the STS Innovation Interiors bid for furniture for the first-floor police station renovation project. A 50% payment of $90,138 was ratified, with the remainder due upon completion. This renovation is intended to support the police department for the next 25 years, opening up space for anticipated growth and allowing officers to move back into the station. The flooring has been completed, and a tour of the renovated area was offered.
