Resident Questions Veolia's Fire Hydrant Maintenance and Visibility

During public comment, a resident raised concerns about the maintenance of fire hydrants by Veolia. The resident noted that a prior agreement for Veolia to maintain and clean hydrants had not been fulfilled, with hydrants appearing to be in disrepair. The resident also inquired about the installation of fiberglass markers ('whips') on hydrants to improve visibility in winter conditions, questioning responsibility and funding for these markers and suggesting Veolia be held accountable for their agreed-upon maintenance. Additionally, the resident proposed involving young people in painting hydrants as a community engagement initiative.

Route 39 Signal Project Approved; Adaptive System to Ease Congestion

The board approved the Route 39 Adaptive Signal Improvement Project, a collaborative effort with Susquehanna Township, aimed at enhancing traffic flow using the Miovision Adaptive Signal System. The project, awarded to Her Signal and Lighting Company for $1,127,305, will upgrade signals at 12 intersections. This initiative, funded partly by a $1.2 million grant, is expected to significantly reduce traffic delays and improve operations along the corridor, a change long anticipated by residents facing congestion.

Autumn Oaks Park Dedicated, Adding 29 Acres to Township Parkland

The Board of Supervisors accepted the deed of dedication for Autumn Oaks Park, adding approximately 29 acres to the township's park system. The parkland was offered by McNaughton Homes upon completion of obligations outlined in their land development agreement. Staff confirmed these requirements are met, allowing the township to formally accept the deed. While some items need addressing to meet township standards, the park already includes a pavilion, playground, pickleball courts, walking paths, and open field space, providing recreational opportunities. This dedication also serves as a comparable land swap for the 2.3 acres previously associated with the Friendship Center, fulfilling federal requirements related to grant funding.

Route 39 Traffic Signal Upgrades Approved for $1.13 Million

The Board of Supervisors considered and approved the awarding of a contract for the Route 39 Adaptive Signal Improvement Project to Her Signal and Lighting Company Incorporated for $1,127,305. This project, which has been in the works since 2022, aims to improve traffic flow, reduce delays, and enhance corridor operations along Route 39 by implementing the Miovision Adaptive Signal System and upgrading detection systems at 12 intersections. The project is jointly funded with a Pennsylvania Traffic Signals Technology Grant of $1,206,406. Susquehanna Township is a participant, and they are aware of and agree with the selected low bid.

Bureau of Fire Standardizes Breathing Apparatus for Enhanced Safety

The Bureau of Fire requested authorization to purchase new self-contained breathing apparatus (SCBA) and escape packs. This initiative aims to unify the air pack systems used by the three cooperating fire companies, replacing disparate makes and models with a single, standardized system for improved safety and interoperability among volunteer and career staff. The purchase includes 59 new air packs for Paxton and Linglestown Fire Companies, and harness kits to upgrade Colonial Park's existing air packs, ensuring all units are standardized and up-to-date. The project is funded through the fire capital budget, and outdated SCBAs from Paxton and Linglestown Fire Companies will be sold to recoup costs.
