Public Safety Focuses on Fireworks, E-bikes, and Officer Training
The police department is addressing two key issues: fireworks and the operation of e-bikes/e-motorcycles. An ordinance is being finalized for fireworks, and signs have been posted in affected areas. Enforcement actions, including citations, will begin for e-bikes/e-motorcycles ridden on roads due to safety concerns. A new officer will graduate and join the force on June 28th. The fire department is also involved in finalizing the fireworks ordinance and has directed sign postings. The Wills for Heroes program, a legal assistance initiative for first responders, was held over the weekend, providing significant savings to participants. The department is also working on updating its emergency management plan, emphasizing the need to fill open positions.
Summer Programs Underway, Facilities Maintained, and Infrastructure Projects Progress
The Parks and Recreation department is actively managing summer programs and facilities. The summer camp program, including day camp and counselor-in-training programs, has commenced. An open house was held to connect families with staff and provide camp information. The department is seeking alternative indoor locations for campers due to extreme weather, as township facilities are limited. Playground programs are operating, with registration fees waived for certain locations. Consistent registration numbers are reported for Adams Rippy locations. The counselor-in-training program offers responsibilities and perks to older participants. Upcoming programs include Women's Self-Defense and planning for fall fitness, arts, and educational classes. Pavilion reservations are nearly full for June and July. The Annex building is being rented by a church. Staffing levels for day camp and playground programs are being managed to maintain required ratios. The farmers market and Food Truck events are ongoing. Music and movies in the park are scheduled. The Kids Only Yard Sale and Pumpkin Fest are upcoming events. A donation of an AED for the tennis court/volleyball area is being pursued. The advent building is undergoing facility assessment and environmental testing. Tree replacement has occurred at the solar field and composting facility. Maintenance continues on athletic fields, and park properties are being maintained. The arboretum property boundary lines are being discussed with the Central Pennsylvania Conservancy. Wastewater Treatment Plant UV Upgrade and Aeration System Enhancements Underway
The township is undertaking a significant upgrade to its wastewater treatment plant's UV disinfection system. The project involves concrete preparation, formwork, grading, piping, and backfill for the UV tanks. Staff are also reviewing the air diffuser system design, which is crucial for preventing harm to aquatic life in the nearby creek by re-oxygenating treated water. Concerns have been raised by staff and contractors regarding the stability of the diffuser pods during installation, which carry significant weight and are moved by hoist. A quarterly sewer summary meeting discussed current and future projects, including flow metering and hydraulic analysis for the Sunday Force Main Replacement, with analysis expected in August. The township is also addressing issues with hardware and communication components in the aeration system, procuring parts earlier than planned to mitigate further impairment. Additionally, they are recruiting for a wastewater labor position, having conducted four interviews.
Major Roadway Projects Continue, Including 1115 Project and Bridge Work
The township is managing several significant road and bridge projects. The JBI bridge project is on track for completion in June 2027, with paving of north and southbound lanes from Market Street to a quarter mile past the bridge scheduled before its opening. The 1115 Roadway Project in Somerdale involves extensive road removal and repaving, with traffic to be flipped in mid-July. This phase will close four ramps not part of the cloverleaf, affecting access to and from Interstate 81. Valley Road will also remain closed. A map has been provided to illustrate the traffic changes and detours, emphasizing the use of cloverleafs to access I-81. The township is also addressing concerns about the closure of the red light at Valley Road to emergency personnel and is pushing JBI for its October opening. The 2026 roadway improvement project on Acrey Road is underway, focusing on ADA ramps, and a stormwater pipe replacement on Salt Road, completed in-house, has saved the township money. The township is also planning for future roadway improvements, suggesting the need for another bond to continue paving projects, estimating $2 million per year.
Zoning and Land Development Applications Advance, Including Data Center Feedback and Culvert Project
The Planning Commission recommended approval of waivers for a conditional use hearing at 29 Hunter Lane, concerning the separation of residential and commercial uses, with restrictions for future owners. The PC data center held an open house and is reviewing submitted comments. Several subdivision and land development applications are active and progressing: Chelsea Estates is conditionally approved but not recorded; Lands Web Contracting Inc. is submitting FEMA documents; Summerdale Apartments plans additional buildings; Wawa at Rite Aid headquarters is conditionally approved; John Troy Service Station is conditionally approved; West Lux Apartments is conditionally approved; West Shore Country Club maintenance building is conditionally approved. Jill Moyer Subdivision is under review due to zoning restrictions on dual principal uses. 207 and 209 Senate Avenue received conditional approval from the PC and will be before the board of commissioners. Sidewalk installation in a public right-of-way is being encouraged through other agencies due to limited township enforcement authority. The placement of 9-11 signs throughout the township is being coordinated, with minimal disruption expected.
