Stoneham to Celebrate America 250 with 'Picnic on the Common' Event

The Stoneham Historical Society, in conjunction with the Stoneham Historical Commission, is hosting a 'Picnic on the Common' event on July 18th from 10 a.m. to 2 p.m. as part of the America 250 celebration. The event encourages residents to pack a picnic or purchase food from local eateries and enjoy activities like games and arts and crafts for children. A public reading of the Declaration of Independence will occur around noon, followed by a patriotic sing-along. The date was chosen to avoid conflicts with other July 4th events and commemorates the 250th anniversary of the first public reading of the Declaration of Independence in Boston on July 18th. The town clerk also found a historical handwritten copy of the Declaration in the town archives.

Stoneham Select Board Approves $881,361 Budget Transfers Amidst Tight Fiscal Year

The Select Board discussed and approved the fiscal year-end budget transfers totaling $881,361. This transfer process, permitted between May 1st and July 15th, allows for moving funds from accounts with surplus balances to those with projected deficits. The Finance Advisory Board had previously approved these transfers. A significant portion of the requested funds, $544,748, was allocated to snow and ice removal, reflecting a historic snowfall year. Other transfers included funds for IT upgrades, election costs, legal services, fire overtime, motor vehicle repairs, and ice arena repairs, funded by surpluses in accounts like health insurance and the reserve fund. The board expressed pride in managing the budget effectively despite challenges.

Sober Living Home at 3-5 Gould Street Subject of Public Hearing Amidst Resident Concerns

The Select Board held a public hearing regarding a site plan for 3-5 Gould Street to change the occupancy use of the property to a sober living home. The property owner, Jackie Webb, and operator, Robert Johnson, explained that the home has been in operation since January 2020 and is currently undergoing renovations, including the installation of a fire sprinkler system. Town Counsel Bob Galvin clarified that sober living facilities are allowed by right townwide and the board has limited authority to deny such requests. Considerable discussion occurred regarding safety, neighborhood concerns, and the application of building and fire codes to existing structures, particularly concerning the requirement for sprinklers and other upgrades that would not apply to standard single-family homes. Residents expressed concerns about safety, noise, parking, property maintenance, and the potential for drug-related activity, while also acknowledging the importance of sober living. The board emphasized its limited scope to review safety and health aspects and stated it would not be taking a vote at this meeting, but rather listening to concerns. The hearing was closed, with suggestions for ongoing dialogue between the property owner, operator, and neighbors.
