Select Board Approves $1 Million Interfund Borrowing for Solar Panel Project
The Board of Selectmen discussed and approved an interfund borrowing of $1 million from free cash to the solar panel fund to cover initial deposits and expenses related to the solar panel installation project. This borrowing is necessary to meet federal credit deadlines before the project goes to market for long-term financing. The funds will be transferred from the general fund to the solar panel fund and are expected to be repaid when the long-term debt is issued in March. The borrowing is a temporary measure to ensure cash availability for payments and deposits.
Swim and Tennis Club Receives Water Bill Abatement for Leaking Pipe
The Board of Selectmen considered a request from the Winchester Swim and Tennis Club for water bill abatement totaling $16,463. The club experienced an unusually high water bill due to a leak in an underground pipe near their irrigation system and water fountain, which went unnoticed until the bill was received in January after the system was shut off in November. Public Works confirmed water usage but no sewer impact. The Town Manager recommended Option 3 for abatement, waiving sewer fees and reducing the bill to $6,823, covering only the water usage. The club, a non-profit organization that recently completed significant renovations, argued that passing the full cost to members would create a financial hardship. The board voted to approve Option 3, waiving the sewer portion of the bill.
Fred Huber Appointed to Raylock Farm Conservancy Board; Dana Carlson's Contribution Explored
The Select Board interviewed Fred Huber and Dana Carlson for a position on the Raylock Farm Conservancy board. Huber, a long-time resident and volunteer at the farm, highlighted his financial services background and experience writing a children's book about the farm, emphasizing his commitment to its operations and fundraising. Carlson, a philanthropic advisor with experience in environmental issues, sustainable agriculture, and grant writing, noted her volunteer work at the farm and her 'human Swiss Army knife' skill set. Both candidates demonstrated strong passion and relevant experience. The board deliberated on their qualifications, noting the high caliber of both applicants, and ultimately moved to appoint Fred Huber to the term expiring October 2026, while expressing strong interest in finding a way for Dana Carlson to also contribute to the farm or town, possibly through other committees or conservancy seats.
New Fee Structure Approved for Manchester Courts Rental
The Board of Selectmen reviewed and approved the proposed permit fee schedule for the Manchester courts, which includes fees for renting the entire facility. The new schedule introduces tiered pricing: $50/hour for Winchester youth groups (Tier 2), $125/hour for non-Winchester residents (Tier 3), and $125/hour for Winchester adult groups (Tier 4). Tier 5, for for-profit groups, remains at $25/hour per court. The revised schedule aims to balance affordability for local groups with revenue generation, acknowledging that upkeep costs for these courts are minimal compared to grass fields. The Recreation Department presented the proposal, which was moved and seconded for approval.
Select Board Accepts Multiple Grants and Donations
The Select Board accepted several donations and grants during the meeting. These included funds for the Council on Aging, Health Department, Recreation Department (for tennis courts and youth programming), Conservation Commission (for forest ridge acquisition), and Recreation Department (for childcare licensing).
